11.03.2014: Meeting with Dept. of Expenditure Officers on 78.2% IDA for Pensioners on 10.03.2014: Com.V.A.N. Namboodiri, Convener, forum along with Com. K.G.Jayaraj, General Secretary and Com. G.B.Salakki, Treasurer of AIBDPA met Shri. Vijay Kumar Singh, Director (Admn.), Department of Expenditure on 10-03-2014 and discussed the issue of 78.2% IDA merger to BSNL pensioners. The representatives pointed out that there has been much delay in the expenditure department and wanted early approval.

The director stated that he has seen the file which was put up to him. But the concerned office has made a note in the file regarding 60-40% pension contribution by BSNL which may create problem, if sent to higher officers. Therefore he has returned the file to the concerned office with instruction to delete the note and resubmit. The director was positive in approach and agreed to do the needful without delay.

11.03.2014: Meeting of Forum of BSNL Unions/Associations held on 10.03.2014: A meeting of the Forum of BSNL Unions/Associations was held on 10th March 2014 at BSNLMS office. Com. C.Singh, President, Forum presided. Com. V.A.N. Namboodiri, Convener welcomed all and briefed the meeting about the actions taken after the last meeting held on 3rd March 2014. He reported about the meeting with the CMD BSNL as also Secretary, DOT and the details of the discussions. The Forum has strongly opposed merger and stressed that the issues raised by it should be settled before any merger takes place. He also reported about the discussion with the ED(Finance) on the superannuation benefits issue of the BSNL Direct Recruitees. The Forum has demanded for a meeting with the High Level Committee appointed for recommending on the superannuation issue and it has been agreed to. The meeting is expected to be held shortly. The meeting with the Dept. of Expenditure officers on the issue of 78.2% for the pensioners/retirees and the present position of the case were also reported. GS & AGS(HQ) attended the meeting.

After discussion on all the agenda items, the following decisions were taken:

  • The Forum will strongly pursue with the DOT/Government the issues to be settled before any Merger of BSNL and MTNL. The Forum will also pursue with its strong opposition against the  decision to form a tower company bifurcating BSNL.

  • The matter of pension contribution on the actual basic pay instead of the present contribution on the maximum of the pay scale should be pursued with DOT.

  • On the issue of superannuation of BSNL Direct Recruitees, Forum should strongly put our arguments for full 30% benefits.

  • The Forum will ask the BSNL Management to hold the delayed Welfare and Sports Committee meetings urgently.

  • A letter will be written to BSNL Management with suggestions to reduce the expenditure on electricity, diesel, petrol etc. which is the second biggest expenditure after payment of salary, by avoiding wastage and also  by rationalising effectively. A proposal also will be given to observe a month, "Save Electricity, Fuel Month"  in April/May to focus and educate on the issue.

  • Next meeting of the Forum will be held on 13th March at 04.00 PM at BSNLMS Office.

10.03.2014: Meeting with Shri A.K.Bhargava CGMT: CS, Com.M.K.Morodia, CP Com. H.L.Awasthi, CHQ(Advisor) Com.Karan Singh, ACS(F) Com. Anil Rawat & CWC-I Com.S.P.Gupta met Shri A.K.Bhargava CGMT Raj. and discussed non settlement of pending grievances of the association. Smt Alpana Agarwal Sr.GM(HRD&A) and Shri Mukesh Kumar Addl.GM(Admin.) were also present in the meeting. the following was the discussion held.

99 batch JAOs IDA Upgradation and unauthorised implementation of CGHS rates in outdoor treatment (specifically in root canal treatment) in JPTD SSA, CMTS wing & Circle office.

  • 99 batch JAOs IDA Upgradation: we shown the annoyance of the association in not solving the issue even after several discussions.  CGMT carefully listened the case and it was decided that a combine meeting including Sr.GM(F) and association will be held soon and final action will be decided on the issue.

  • Violation of BSNLMRS Guidelines by self-made local Rules: CGMT agreed with genuineness of the complaint raised by the AIBSNLEA and assured for an early action on the issue.

  • Non payment of the medical Bills in absence of Authorisation letter: CGMT informed that most of such cases have been settled and rest genuine cases will be settled soon.

  • Consideration of Requests for transfer: CGMT informed that the requests will be considered soon.

  • Pending individual issues: All the cases will be settled on genuineness

10.03.2014: Status of Court case in the Hon'ble Supreme Court on the issue of seniors entitled to same pay scales w.r.t. their juniors I.A.No.3/2013, SLP (C) No.7716/2013, All India BSNL Executive Association and in the matter of BSNL & Anr. vs. M. Sethu Madhaban: The application for impleadment filed by All India BSNL Executive Association which was listed for hearing before the Chamber Judge of the Hon'ble Supreme Court after notice today. The Hon'ble Court after hearing all the parties allowed the application for impleadment on the ground that similarly situated persons like respondents happens to be seniors are also entitled to same pay scales as are enjoyed by juniors. The petitioners are directed to amend the cause title accordingly.

06.03.2014: NOTIFICATION FOR REVISION OF INTEREST FOR GPF: Dept. of Economic Affairs issued Notification  that during the year 2014-2015, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.7% (Eight point seven per cent) per annum.   This rate will be effective w.e.f. 1.4.2014.

04.03.2014: DoP&T issued instructions w.r.t. Inter-se-Seniority of Direct Recruits and Promotees employees: DoP&T issued instructions in pursuance of Hon'ble Supreme Court judgment date 27.11.2012 that conferment of seniority would be against the Recruitment Year in which the recruitment process is initiated for filling up of the vacancies.

04.03.2014: Meeting of CEC Members stationed at Jaipur: The Meeting of CEC Members stationed at Jaipur held today, 3rd March'14, has decided to hold next CEC on 12th April, 14 at “Indoor Stadium, Patel Maidan, Ajmer.

The detailed notification will be issued soon. All the branches are requested to clear all the dues of circle at an earliest. also the Branch Secretaries are requested to gather the information which was required in previous CECs in Br.Secy. report format.

04.03.2014: GS, AGS (Finance) met GM (Estt.) BSNL Corporate Office and discussed regarding framing of JTO RR 2014.  GM (Estt.) mentioned that committee meeting was over yesterday to finalize the JTO RR 2014 draft, the minutes of the meeting are being prepared and the report  will be submitted to BSNL management committee meeting in the next week for considering and approval thereafter it will be put up to the next BSNL Board meeting. He estimated to compete the whole exercise up to May 2014 to notify the new JTO RR 2014.

He briefed regarding seniority, eligibility age limit etc. e.g. the seniority of all the LICE qualified JTOs will be above to all recruited JTOs as per JTO RR 2014. The seniority will be fixed up on the basis of year of vacancy. All the officiating JTOs will be regularised as per JTO RR 2014 immediately. The eligibility age limit may be reduced from 7 years of service to 5 years of service as we have been demanding. On promotion from TTA to JTO one increment benefit will be granted as per rule on the JTO basic pay of Rs.19020/- . We requested to grant two increments benefit on promotion.

04.03.2014:  Meeting with Chairman TC & Secy (T): GS, Convener of Forum Com. V.A.N. Namboodiri and GS , President SNEA met Chairman  TC & Secy (T) and discussed regarding arbitrary proposal for merger of BSNL and MTNL without resolving the HR issues, Disinvestment, MTNL`s market  liability  and opposed the formalities of a Tower Company bi-furcating BSNL.  Chairman, TC & Secretary (T) after giving a patience hearing mentioned that any decision will be taken after holding the meeting with the BSNL Unions / Associations. He has already directed the concerned authorities in DOT and BSNL / MTNL management in this regard.  He further mentioned that some time Government is delaying the good decision and some time Unions are also not taking proper decision as per the requirement of the present scenario.  He further mentioned that MTNL being a small PSU may revive with the support of Government but it will be difficult to revive BSNL, if its revenue goes down to its operational expenditure . He cited the example of HMT (Hindustan Machine and Tools), a premier PSU which was inaugurated by First Prime Minister of India Pd. Shri Jawahar Lal Nehru who told that these PSUs are the Temples of India and now HMT is suffering continues losses wherein the employees salary could not be revised since 1986 onwards.

He expressed his serious dis-satisfaction regarding the poor quality of service in MTNL and BSNL since he is directly receiving the complaints of Telephone faults e.g. a message over his mobile telephone was that one customer of MTNL has send him today that his telephone is faulty for the last 10 days and his relative's telephone is faulty for the last two months and has requested for restoration. Similarly, he appraised that one month before, the  Attorney General of India called him for the restoration of his residence Telephone at Mumbai which was lying faulty more than 15 days.  Immediately, the matter was referred to CMD MTNL and he reported next day that Telephone is now restored.  The AG next day thanked him and mentioned that he was compelled to make complaint at Secretary (T) level.  In this manner Secy. (T) expressed his feelings and told that similar type of complaints, he is receiving in BSNL also. While coding the examples he mentioned that quality of service in BSNL/MTNL must be improved to increase the customer base and revenue. Increase in revenue will be your profit since employees salary and operation expenses are static.

Regarding pension contribution payment on actual basic of BSNL employees from BSNL, payment of Rs.2350 crores against Rural deficit charges to BSNL. Secy (T) assured to look into the matter. He further mentioned that still EGOM (Empowered Group of Ministers) meeting is expected shortly on the revival of BSNL/MTNL wherein some pending agenda issues will be discussed. He assured to consider our feedback/concern for the betterment of BSNL/MTNL.

04.03.2014: Meeting with CMD BSNL: GS and Convener of Forum of BSNL Unions/Associations Com. V.A.N. Namboodiri met CMD BSNL and discussed regarding merger  of BSNL and MTNL and creation of Tower Subsidiary. We expressed our serious concern against such arbitrary move of Govt. without hearing the BSNL Unions/Associations the stake holders. CMD, BSNL appreciated our concern and mentioned that Govt may take decision of BSNL and MTNL merger but it will be implemented after the settlement of HR issues and other concerns related to financial matters. He assured that, he is there to safeguard the interest of BSNL and its employees. 

Regarding creation of Tower Subsidiary, he has already asked GM (SR) for arranging a presentation to all the Unions and Associations on this issue to remove the misgivings and shortly a presentation will be arranged. He also mentioned that we are jumping over the issue without knowing the facts.  He expressed his serious concern that we are not doing well for the revenue growth of BSNL.  We pleaded that employees are trying to do their best in the available resources.

03.03.2014: Meeting of Forum of BSNL Unions/Associations: The meeting of the Forum held today, 3rd March, has decided to go on immediate indefinite strike if Govt. arbitrarily decides on merger of BSNL & MTNL without resolving HR and disinvestment etc. issues and on bifurcation of BSNL in to Tower company.

Also superannuation benefit to BSNL recruited employees wherein BSNL should contribute 12% on employee’s Basic pay + DA as per DPE guidelines. Forum leaders will also meet Smt. 17.02.2014: 147 SDE(T) Seniority case in Hon'ble Supreme Court - SLP (C) No.32284/2013, Manoj Kumar Tripathy & Ors. Versus Union of India & Ors: The above noted matter came up for hearing before the Hon'ble Supreme Court today and the counsel for the petitioners circulated letter for adjournments of four weeks as the petitioners intended to file counter-affidavit. An objection was raised to the effect that the Department may not make any promotion in the garb of the order of maintenance of status quo. The Hon'ble Court observed that if any such orders are made contempt proceedings can be initiated. However the Hon'ble Court adjourned the matter for four weeks and directed the same to be listed after four weeks.

17.02.2014: Branch Conference of Jodhpur Branch: Branch Conference of Jodhpur was held on 16.02.2014 (Sunday) at Hotal "PAVITRAS", Jodhpur in a decent manner. In the conference open session was also organised. "How to Increase efficiency of BSNL Officers/Officials" was the topic for discussion in the open session. Circle Secretary Com. M.K.Morodia, Circle President Com. H.L. Awasthi  & CHQ Advisor(N) Com. Karan Singh also graced the occasion. Open session was presided by Sh. R.K. Chouhan, Sr. GMTD, Jodhpur, Sh Pankaj Bhandari Addl. GM, Jodhpur was also present as guest of honour. Com. J.R.S.Rathore Br. Secy. Nagaur, Com. O.S.Udawat Br. Secy. Sirohi and many other members from nearby branches were also present in this conference.

Sh. R.K. Chouhan, Sr.GMTD, Jodhpur in his address, focused on the need of self motivated work culture. he asked that when there is intervention by me a fault is restored very quickly but the same promptness not applied in a common case. he pressed upon the necessity of development of a work culture.

Com. H.L. Awasthi, Circle President elaborately described the worse financial condition of the company. He optimistically explained that how we can improve the viability of BSNL. He also pressed upon the development of a work culture. he also appealed for motivating the subordinates for carrying out the maximum out put.

Com. M.K.Morodia, Circle Secretary asked for self assessment of the work done by us in comparison to the wages we are being paid. he established that how the interests of an employee are protected only if the interests of BSNL are protected. he said that our existence is totally based upon the viability of BSNL.

Com. Karan Singh, CHQ Advisor(N) in his speech appealed for work harder and harder. He was of the opinion that wages paid by the BSNL are sufficient. He said that we should be sensitive towards customer care. we should assure the quality in service.

Com.R.C.Vyas, BS-JPR thanked all the participants. he appreciated the efforts made by AIBSNLEA in strengthening the BSNL and motivating the the executives for hard working.

Election for new office body was also held during the conference. Com. M.R. Dangi, Com. A.K.Tiwari and Com.O.P. Chitara were elected as Br. President, Br. Secretary & Financial Secretary respectively.

15.02.2014: Forum of BSNL Unions / Associations writes to Sri R K Upadhyay, CMD, BSNL regarding 30% superannuation benefit to BSNL recruited employees as per the agreement signed on 12.06.2012

13.02.2014: Important decisions of Forum of BSNL Unions/Associations meeting held on 13.02.2014: An emergency meeting of the Forum of BSNL Unions and Associations was held on 13.02.2014. The meeting seriously discussed the formation of subsidiary companies for Tower Asset, proposed merger of BSNL and MTNL as well as other recommendations of the GoM. The meeting also discussed about the expansion of BSNL networks to face competition. GS & AGS(HQ) attended the meeting. After detailed discussions, the meeting decided to submit a memorandum <<<<Click here for Memorandum>>> addressed to Dr. Manmohan Singh, Hon'ble Prime Minister of India, New Delhi on the following issues.

  1. MTNL is having a huge market liability of around Rs.12,000 crores. Further, MTNL shares have already been sold in the market to the extent of 46%. Lot of HR issues are also there to resolve before merger. Under these circumstances, if BSNL and MTNL are merged, it will seriously affect the revival of both BSNL and MTNL. Hence, the meeting decided that the government should first address these issues comprehensively, before the merger of BSNL and MTNL.

  2. The meeting strongly condemned the unilateral decisions taken by the BSNL Board to create subsidiary companies- one for the infrastructure and one for the land asset. The tower asset, land and the Optical Fiber network are the major strength of BSNL. If they are separated from BSNL, then nothing remain in BSNL leaving the 2.4 lakh employees. The meeting demanded that these decisions should be scrapped.

  3. The meeting decided that the government should fully compensate the loss being incurred by BSNL, on account of running rural landline service only to meet the social obligations of the Govt.

  4. The meeting decided that the government should extend soft loans to BSNL, to meet its capital expenditure, for procurement of equipments, for the immediate expansion/upgradation of its networks to face the aggressive competition from the competitors.

  5. The meeting decided that, BSNL should be exempted from the payment that the government has stipulated for spectrum liberalisation. It may be noted that liberalisation of 900 Mhz spectrum is very much essential for BSNL to provide 4G service. BSNL should be given the freedom of spectrum trading, since it will help BSNL to mobilise resources. As per the conditions laid down by the GoM, BSNL cannot trade its spectrum.

  6. The meeting decided that BSNL should be given freedom to procure equipments for all the four zones through tender. At present, the government has mandated that BSNL should procure 30% of the equipments (West Zone for mobile) only from ITI. Expansion of networks in the West Zone is seriously affected for the past so many years, as a result of this condition. ITI is not manufacturing any GSM equipment.

  7. The meeting decided to write to the Prime Minister, demanding not to grant any extension of service to the incumbent CMD, after his superannuation, as well as to take immediate action to fill up the posts of DIR(HR) and DIR(Fin).

  8. The meeting decided to further take up the issue of 30% superannuation benefit to the BSNL recruited employees with CMD/BSNL. BSNL recruited about 31983 employees (20016 Non Executives and 11967 Executives). In the agreement signed on 12.06.2012 with BSNL Mgt and Forum, BSNL agreed to review the decision.

13.02.2014:  GS, FS, AGS (Fin) met GM (FP) and discussed-

  • CPC from JAO to AO: We requested to initiate CPC from JAO to AO to fill up about 1800 AOs vacant posts. GM (FP) mentioned that the legal opinion from BSNL's advocate on the implementation of Hon'ble CAT Chandigarh judgment has been taken wherein it has been advised that BSNL may issue promotion orders as per the Hon'ble CAT Chandigarh judgment without considering the SC/ST roaster. Now the legal opinion is being processed to the competent authority for further directions. However, he assured an early action in this regard.

  • CPC from AO to CAO: GM (FP) mentioned that the proposal for diversion of 336 MTs posts to seniority quota is pending for MC approval. As soon as the proposal is approved these posts will also be filled up. However, the CPC work is in progress, the VCRs have already been called from CVO.

  • CPCs from CAO to DGM (Adhoc) and DGM (Adhoc) to DGM (Regular): GM (FP) mentioned that CPCs from CAO to CAO (Adhoc) and DGM (Adhoc) to DGM (Regular) are in progress. The VCRs have already been called from CVO. He assured an early action in this regard.

  • Grace marks to JAO Part-II Exam OC candidates: GM (FP) mentioned that the proposal is being sent to the competent authority for consideration and decision in this regard.

13.02.2014: GS, AGS (HQ) met Addl. GM (CP&M), Chairman Committee to submit report on AD (OL) cadre restructuring. We expressed our serious concern against the delay in completing the report. Addl. GM (C P&M) assured to hold a meeting with association on 18.02.2014 to discuss and finalize the committee report.

10.02.2014: Meeting with PGM(EW), BSNL C.O. on 07.02.2014:  GS, AGS(Engg.) met PGM (EW) and requested to take an early decision on the issue of degree acquired through distance education to give the promotion of EE since the UGC reply on this issue has been received. PGM (EW) mentioned that he has already spoken to GM (Pers.) to hold the committee meeting to discuss the issue and GM (Pers.) has assured to conduct meeting in the next week itself.

10.02.2014: Meeting with GM(Estt.), BSNL C.O. on 07.02.2014: GS, AGS (Engg.) met GM (Estt.) BSNL CO and discussed regarding allowing to execute option to the departmental JAOs appointed after 7.5.2010 GM(Estt) mentioned that 7.5.2010 was the  "cut of date" for implementation of 2nd  PRC for non - executives and the pay of non-executives has to be revised w.e.f 7-5-2010, the cut of date can?t be changed. We requested to consider that as special case wherein the JAO exam result was declared in March 2010 but they were sent to training centers later on in different months due to shortage in Training centre and these JAOs  could join after 7.5.2010 only and they are not allowed to exercise option  on promotion to executive cadre. GM (Estt.) further mentioned that any such example or case may be referred where in the cut of date is changed.

10.02.2014: Meeting with CMD, BSNL on 07.02.2014: GS, AGS (Engg.) met CMD BSNL and discussed regarding anomalies in valuation of JAO Part-II Exam Answer Sheets and requested to examine the matter. Also requested for granting grace marks to OC candidates too as already granted to SC candidates. CMD assured to look into the matter.

  • Non Settlement of the HR issues of executives: We requested for his kind intervention for the settlement of long pending HR issues. As, despite our repeated requestes no break through has taken place in resolving the HR issues. CMD assured to look into the matter.

06.02.2014: Meeting with Shri A.K.Bhargava CGMT: CS, Com.M.K.Morodia, CHQ(Auditor) Com.Bhagwan Singh & ACS(F) Com. Anil Rawat met Shri A.K.Bhargava CGMT Raj. and discussed non settlement of 99 batch JAOs IDA Upgradation and unauthorised implementation of CGHS rates in outdoor treatment (specifically in root canal treatment) in JPTD SSA, CMTS wing & Circle office.

  • 99 batch JAOs IDA Upgradation: CGMT carefully listed the case in detailed and assured for an immediate intervene.

  • Violation of BSNLMRS Guidelines by self-made local Rules: CGMT outspokenly agreed with genuineness of the complaint raised by the AIBSNLEA and assured for a definite action on the issue.

06.02.2014: Meeting with Shri P.C.Mahirania Sr.GM(Fin.): CS, Com. M.K.Morodia, CHQ(Auditor) Com. Bhagwan Singh & ACS(F) Com. Anil Rawat met Shri P.C.Mahirania Sr.GM(Fin.) Rajajasthan and discussed non settlement of 99 batch JAOs IDA Upgradation and unauthorised implementation of CGHS rates in outdoor treatment (specifically in root canal treatment) in JPTD SSA, CMTS wing & Circle office.

  • 99 batch JAOs IDA Upgradation: Sr.GM(Fin.) informed that he is well determined to settle the case favourably but the role of HR section is also involved in the case hence intervene of CGMT is necessary.

  • Violation of BSNLMRS Guidelines by self-made local Rules: Sr.GM(Fin.) informed that in some cases of RC the treatment cost is low but some in Some cases it is extremely high. CGHS rates have been applied due to the fluctuations in rate of RC. We protested it and requested for immediate stopping of such non legitimate action.

We discussed about a fruitful & effective Inspections in Rajasthan. The problems faced by Inspection staff was also discussed.

Shri A.C.Mishra mentioned the he is well aware with the shortage of equipments other problems faced by the staff. he also mentioned that there are some coordination related issues with SSAs and the same will be discussed in the meeting with CGMT Rajasthan. 17.01.2014: Look After Arrangement in the grade of AGM/DE: Congratulations! AIBSNLEA Rajasthan Circle Succeeded in getting release of look after arrangements in the grade of AGM/DE for 112 posts. Most of the AGMs/DEs have been accommodated in the same SSAs. however 30 SDEs of Jaipur station, 4 SDEs of Sikar SSA and 1 SDEs of Tonk SSA have been transferred to other SSAs on LA of AGM/DE due to non availability of posts, Association will try to explore the possibility of consideration of their request for the same place.

11.01.2014: Status of Court Case of Notional date of promotion in Hon'ble Principal CAT, New Delhi:  Hon'ble Principal CAT, New Delhi extended notional date of promotion in its judgment dated 02.01.2014 in a case filed by the comrades of MTNL. who passed the LDCE held in 2001 by DoT. 
Operative portion of the judgment: 
"From the aforesaid facts of this OA, there cannot be any doubt that it is squarely covered by the order of the Bangalore Bench of this Tribunal in OA No.181/2009 (supra). For the same reason, the objection regarding delay and latches raised by the Respondents have no merit. The Respondents have already granted the year-wise seniority to the Applicants as SDE. Accordingly, we allow this OA and direct the Respondents to assign the notional date of promotion to the Applicants as SDE w.e.f. 23.01.2002 with all consequential benefits including counting their experience in the post of SDE for subsequent promotions and notional fixation of salary in E3, i.e., the scale of pay applicable to SDE and consequential increments/upgradation with all consequential benefits w.e.f. from the aforesaid date".

09.01.2014: Union Cabinet decides Refund of BWA Spectrum to BSNL/MTNL and Govt. Pension under Rule -37A to MTNL Employees: Union Cabinet in its meeting held on 9th Jan.2014 decided to refund BWA Spectrum to BSNL and MTNL and Govt. Pension under Rule-37A to MTNL Employees at par to BSNL Employees.

Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) can surrender their broadband wireless access (BWA) spectrum and get refunds of Rs 11,258 crore, the Cabinet said. TV rating agencies, on the other hand, might have to shell out Rs 200-300 crore to meet at least one of the regulations, which also require them to be registered. BSNL had paid Rs 6,724.51 crore and MTNL Rs 4,533.91 crore. Both had together accumulated a loss of Rs 39,314 crore (BSNL Rs 24,681 crore; MTNL Rs 14,633 crore) at the end of March 2013.

AIBSNLEA since beginning has  been demanding refund of BWA Spectrum  to BSNL and initially the BSNL Unions and Associations strongly protested against the payment of BWA  spectrum. Accordingly, the payment was delayed by BSNL to DoT for two days and against these two days delay Rs. 6.0 Crs. was charged as interest from BSNL. During the period AIBSNLEA in the formal and informal meetings with DoT/BSNL officers raised this issue and recently after the formation of Group of Ministers (GoM) again Forum of BSNL Unions/Associations submitted memorandum to the GoM for the Revival of BSNL wherein  refund of BWA Spectrum charges was also one of the important demand. On this basis, GoM considered and recommended refund of BWA Spectrum to BSNL and MTNL for their Revival Plan to the Union Cabinet for consideration.

AIBSNLEA has also been demanding payment of Pension contribution on actual basic Pay instead of highest of the IDA Pay scales from BSNL but this issue is yet to be considered by the Govt. The settlement of the issue will pave the way in finalizing the standard IDA pay Scales to JTO and SDE equivalent cadres in BSNL.
