01/12/2009:-  ?CWC Meeting News? CWC Meeting of AIBSNLEA at Chennai: 2nd CWC Meeting   of AIBSNLEA started at 9.30 hrs at Hotel New Woodlands, Mylapore, Chennai with hoisting of Association flag by Com. K. Sathyanarayana, President in presence of Com. Prahlad Rai, GS, CHQ Office Bearers, Circle Presidents, Circle Secretaries and CWC members from all over the country. Thundering slogans like "BSNL Zindabad", "AIBSNLEA Zindabad" gave the cool and wet weather of Chennai a warmth of unity.

 After a warm welcome by the host Circle members and silence for a minute in the memory of the departed comrades, there were welcome addresses by the Circle Secretaries of host Circles Tamilnadu Telecom and Chennai Telephones. The members then introduced themselves to the house. The CWC Meet  resumed at Hotel Chandra Park, Egmore, Chennai after the Open Session.

OPEN SESSION : The Open Session on the occasion of CWC Meet commenced at 12.10 hrs with lightning of sacred lamp by Shri Kuldeep Goyal, CMD, BSNL and other dignarities. After the prayer "Itni Shakti humen Dena Data ..." the host Circle Comrades from Tamilnadu and Chennai warmly welcomed the Chief Guest Shri Kuldeep Goyal, CMD, BSNL, Guests of honour Shri S.R.Kapoor, ED (Finance), CGMs Tamilnadu Circle, Chennai Telephones, STR and STP, GM (SR), BSNL CO, Special Guest Com G.L.Jogi, GS (SNEA), Com K.Sathyanarayana, President and Com Prahlad Rai, GS with Garlands, Shawls and Mementos.

In the welcome address, Com K.Sathyanarayana, President raised the issues of revision of perks and raising the IDA from 68.8% to 78.2% in calculation of new IDA pay scales as per the DPE OM dated 02.04.2009.

In his welcome address, Com N.Verapandian, CS, Tamilnadu Circle expressed his gratitude to the CHQ for giving Tamilnadu Circle and Chennai Telephones a chance to organise this CWC. He unfolded many facts about the historical city Chennai. He welcomed all the guests and members attending the CWC Meet from all the nook and corners of the country.

Key Note delivered by Com Prahlad Rai, GS contained all the important issues related to organizational structure, viability of BSNL and HR issues related to all the constituent cadres like BSNLMS RRs, MTRR, change of designation with time bound promotion, one time placement of SDEs to Sr. SDE grade, issues related to pensioners, issues related to Civil/Electrical/TF/Arch,AD OL pay revision issue, issues related to various DPCs, TES  Gr. B Seniority list irregularities, withdrawal of ACP benefits of JTOs/SDE(C/E) and PAs/PSs (CSS), revision of perks and implementation of DPE OM dated 02.04.2009, pay anomalies of JTO 2005 batch, EPF statements of BSNL recruitees, JTO officiating regularization, creation of PPS posts in field units etc.

GS also discussed the issue of membership verification. He expressed that AIBSNLEA is in the favor of single Association but membership verification should take place after completion of ITS officers' absorption in BSNL. He hoped that CMD, BSNL will try his best for keeping his words regarding completion of ITS absorption process by the end of this calendar year. GS mentioned that this association is not opposed to any cadre but demands ending the deemed deputation/deputation in BSNL. The absorption process can not be lingered on endlessly. BSNL can not rise without having its own managers at the highest posts instead of those on deputation, who do not feel belongingness towards BSNL.

GS opposed the Govt's move to disinvest BSNL by the way of listing it as it will not help BSNL to grow in any way. Only motivated workforce and committed managers can help in it. GS also discussed regarding poor after sales service in broadband connections, problems at Call Centres and Revenue Collection Centres, illogical tax and interests paid by BSNL, instructions to Govt. departments etc. to take telecom facilities from BSNL only, strengthening of marketing and sales units in BSNL for proper growth of BSNL with respect to market share and revenue.

Shri Shakeel Ahmed, GM (SR) in his brief address mentioned that he is fully aware of all the issues raised by the association and ready to discuss any of them at any time. Regarding ITS absorption issue, he mentioned that executives should concentrate for the growth of BSNL instead of going for cadre wars.  He assured for his full cooperation for resolving the issues wherever possible.

Shri D. Varadarajan, CGM Tamilnadu Circle, Shri A. Subramanian, CGM, Chennai Telephones, Shri S.Raghavan, CGM Mtce., STR, Chennai and Shri P.R.Ananthan, CGM Project, STP, Chennai also addressed the Open Session and appealed to provide quality service with the available resources to our customers.

Com G.L.Jogi, GS, SNEA in his address thanked the Association for inviting him to the CWC Meet. He spoke about various factors affecting growth and viability of BSNL. He stated that due to intervention by the ministry the market share of BSNL has gone down steeply whereas the market share of private players has been increased as they were free to procure equipment and enhance their capability at a time when BSNL was not having any equipment for expansion of its cellular services. The equipment orders could be placed only after united strike by Executives and Non-executives in July 2007. The non-absorption of ITS officers is also reason for declining market share as no development activities are taking place in full swing.

Shri S.R.Kapoor, ED (Fin) in his address appreciated the Association  for its efforts for growth of BSNL as well as for cadre issues of the Executives. He thanked for giving him the opportunity to attend the Meet.

Shri Kuldeep Goyal, CMD BSNL in his address  expressed his deep concern over the decline of BSNL's profit. He appealed all the Executives to work for the growth of BSNL only for one year and forget rest of the issues. He stressed over more revenue generation from mobile services including Value Added Services by adopting better market and sales strategy as per the market requirements. He apprised about the efforts made for capturing enterprise business. He stressed over the need of BSNL becoming a complete and end to end solution provider for all the services provided by it to the customers rather than remaining a telecom company only. He told about capturing a business of 9000 crores from the Defence Ministry during next 3 years.

CMD mentioned that there is no more business in voice transmission now. Business is to be fetched from data and video traffic. Mobile TV especially on 3G is one of the examples of it. In his opinion tower sharing, better BTS maintenance, reduction on security expenditures by reviewing those, portability to higher ARPU customers etc. are the other ways to increase profit. He appealed to increase our strength in rural area as 60% of the growth is in rural area. CMD described 3G as our strength and encash it by proper marketing and promotions. He mentioned that in near future WiMAX is being launched to provide broadband in a radius of 15 kms without copper wire. CDR and ERP are also going to benefit BSNL.

Regarding ITS absorption issue, CMD told that efforts are being to resolve the issue early. On not allowing BSNL for procurement from Huwai, CMD told that the matter is being taken up with the Govt. He expressed his opinion in favour of listing of BSNL but with the consent of Executives.

In his vote of thanks, Com P. (c) Local officiating from JTO to SDE:- We express our serious concern regarding delay in local officiating from JTO to SDE to DE & we requested to consider the request transfer during officiating promotion. GM (A) apprise that the screening report still awaited from SSA?s, & assured to finalize the same with in week or two.

           3^rd  Circle Conference of AIBSNLEA, Rajasthan Circle held on 12^th & 13^th September 2009 & a colorful Open Session was organised on dated 12^th September 2009 in ?SINDHU MAHAL? at JODHPUR. Hon?ble Shri Gopal Das, Director (HR) BSNL, New Delhi was the Chief Guest, Shri Badri Ram Jakhar, Hon?ble MP, Lok Sabha, was preside over the function Shri G.K.Agrawal, Chief General Manager, Rajasthan Telecom Circle, Jaipur, Shri R.K. MISHRA, GM ((Pers.), BSNL, New Delhi, Shri G.L.Meena, General Manager (Finance) Rajasthan Telecom Circle & Shri R.D.Arya, GMTD, Jodhpur, was  the guests of Honour, Shri K.Styanarayana, President, Shri Prahlad Rai, General secretary, Shri Karan Singh, Vice president, Shri Devesh Kumar, AGS(HQ), Shri Rakesh Kumar Sethi, Adviser & Shri S.D.Arya, Auditor, AIBSNLEA, CHQ New Delhi was the Special Guests of the function.

The Guest of honour, Shri R.D. Arya, GMTD, Jodhpur in his address gave good wishes for conference & appeal to all executive?s for hard work to compete with private operators.

The Guest of honour, Shri G.L.Meena, General Manager (Finance) Rajasthan Telecom Circle in his address explained that the Rajasthan Telecom Circle is third highest profit making circle in 2008-09 financial year & thanks all the Executives of Rajasthan Circle for excellent work in Rajasthan. The extra efforts are required by executives to increase the revenue & reliable & quality services to our customers.

The presiding Guest Shri Badri Ram Jakhar, Hon?ble MP, Lok Sabha, in his address appreciated the BSNL executive?s hard work that has completed dream of the Late Prime Minister Shri Rajive Gandhi Ji by ?Sanchar Kranti? in India especially in rural area. Hon?ble MP, asked BSNL Management to implement Rs. 300 Scheme for some more time so that the rural subscribers can also avail this facility. He also mentioned that BSNL mobile should not be disconnected during conversation.

The Guest of honour, Sh. R.K.Mishra, GM (Pers.), BSNL, New Delhi explained in details about the solution of the problems of the Executives of BSNL. GM (Pers.),covered in detail the issues TES Group ?B? seniority, regularization of adhoc level executive?s, DPC of SDE to STS & status of J & K Court stay order, 4000 SDE (T) posts  to be fill up by TES Gr. B LDCE exam. He advised that Executives may send their representations to him through e-mail which is convenient in dealing the cases. 

Shri G.K. Agrawal, Chief General Manager, CGMT, Rajasthan in his address apprised in detail the developmental activities and plans of Rajasthan Circle & also explained the ITS absorption issue. He impressed upon the viability of BSNL & improve the quality of service in BSNL.

            Shri K. Styanarayana, CHQ President in his address forced on the viability of BSNL, early payment of 60% arrears, weakness in marketing & management & fitment benefit of 78.2% etc. Shri Karan Singh, Vice president, has requested for early settlement of absorption issue of ITS in BSNL. He also requested for early settlement of seniority cases in BSNL. Shri Devesh Kumar, AGS (HQ), Shri Rakesh Kumar Sethi, Adviser & Shri S.D.Arya, Auditor, AIBSNLEA, CHQ New Delhi also address the in the open session.

            Shri Prahlad Rai, General secretary, in his address expressed sincere gratitude and thanks to Dir (HR), GM (Pers.) for accepting the invitation to attend the Conference at Jodhpur. He discussed all important HR issues e.g. regularisation of adhoc STS level Executives and immediate filling up of vacant DGMs posts in all disciplines. He strongly demanded for modification of BSNLMS RRs related to Civil/Electrical/Arch Engg wings of BSNL wherein Diploma holders are deprived to the EE post promotion, regularisation of officiating JTOs (about 2200), implementation of FR 22 (I) a (i) settlement of SDEs (T) seniority cases, ACP withdrawal case of JTOs / SDEs (C), DPC from SDE (T) to DE adhoc to fill up about 2500 DEs vacant posts, modifications in MTRRs removing age and qualification criteria for internal MT exam, immediate payment of 60% arrears and implementation of DPE OM dated 02.04.2009, revision of transport allowance, teaching allowance, amendment in DGM RRs, revision of AD (OL) pay scale, revision of IDA pension, immediate absorption of ITS officers in BSNL, filling up of 4000 SDEs (T) LDCE quota posts, 3G service connections to all Executives, payment of PLI to all Executives as per DPE guidelines, implementation of BSNL 100 days programme and curtailment in the operative expenditure etc. He appealed all Executives to provide quality Telecom services to the customers. He impressed upon for strengthening of marketing and sales units of BSNL to sale out BSNL products. He demanded that Govt. of India should extend financial support to BSNL as assured in the NTP 1999.

            Hon?ble Shri Gopal Das, Director (HR) BSNL, New Delhi, Chief Guest,   in his address assured to all the Executives that no reduction will be done in the present perks & allowances. He explained that BSNLMS RRs have been notified but 100% problems cannot be sorted out. Allowances/Perks depend on the profitability of the Company. Director (HR) mentioned that we have to trace out the area where reduce the expenditure & increase the revenue. The revenue can increase by sharing the BTS tower & increasing the lease line circuit. (1) O & M of USO sites & Diesel filling: - The O & M of USO sites & Diesel filling matter discussed in detail & the various doubts of agreement rise by us discussed & clarified in the meeting & will further clarified on need basis. All the executives have a concern & assured that more efforts will made to maintain the each & every site without interruption.

(2) Staff strength, Provision of Broad Band/Leased line & Up gradation training: - The proposal of Broad Band/Leased line connection already sent by PCE (E) to Circle office. The issue will be taken up at CGMT level for approval. The executives due for upgradation will depute in next batches.

(1) Change of place request Consideration: - We impressed upon administration to consider the change of place request of JTO/SDE those have been transferred & not joined. These officers under transfer on stay or promotion basis & requested to change of place may consider on humanity ground.

CGMT assured to consider such request as far as possible.

(2) Consideration of request transfer:- We requested to CGMT for consideration of request transfer of JTO/SDE those completed the tenure period. We apprise that the officers obeyed the transfer order in true sprit issued on stay basis in last week of June 2007 may consider on priority.

14/7/2009:-   "CHQ NEWS" Congratulations ! AIBSNLEA's persistent efforts yielded results in getting released the Recruitment Rules of BSNL Management Service (Group 'A' RRs). The finalization of Group 'A' RRs will pave the way for regular promotions to fill up vacant Group 'A' level posts of STS/JAG/SAG/HAG & Executive Director level Executives in BSNL.  Though the   Recruitment Rules are not to our full satisfaction i.e. the date of implementation of Group 'A' RRs has been decided w.e.f. 11.06.2009 instead of 01.10.2000 as was in case of Executive Promotion Policy & some other issues. (1)            Transfer of Executives:- We requested to GM(A) to consider the transfer cases of executives for change of station. We apprise to GM(A) regarding 22^nd may meeting with CGMT that matter of change of station, more than 57 year old cases will consider on sympathetic ground ? we again request to consider the same.                                         GM (A) assured to look into it.

(2)          AD Allowance:- We apprise about discontinue of AD Allowance paid to the SDE?S working in Circle Office without any justified reasons.

(3)          IDA Upgradation:- We pleased the case of IDA upgradation pending since long create frustration to the executives as well as effect the future fixation of  2^nd PRC and coming IDA Upgradation due in OCT 2009.   GM(A) assured to look into.

(4)          Local officiating/Posting as JAG:- We recall about the earliest discussion regarding fill up of JAG post by STS officers those already upgraded in E-5 scale.                         GS,Vice President &Auditor CHQ Attended & addressed the third Circle Executive Committee meeting of Rajasthan Circle at HOTEL DIANA PALACE,Ajmer Road, Jaipur on 17.5.2009. On the occasion OPEN SESSION was also organised on 17.5.2009.Shri G.K.Agarwal, CGMT, Rajasthan Telecom Circle was the Chief Guest, Sh S.L Singh GM (A), Sh G.L Meena, GM (F) were the guests of honor. Sh O.P Jat C.S, & Shri M.LPareek Circle President in their welcome address discussed the Circle & All India issues. Com G.S in his address appraised in detail the status of All India issues and the recent development at CHQ level .The wrong government policy affected the BSNL viability by loosing of USO & ADC charges & non finalization of ITS absorption. Monitoring cell should be establish and check the activities of lavish expenditure in Business executives? class in air traveling, Foreign training etc. The other HR issues i.e. regularization of adhoc STS, DPC status of various cadres & early settlement of Non-Executives? pay fixation issue etc. Com Prem Singh, Branch Secretary, RTTC, Jaipur convened the meeting.

15.5.2009 :- PMOTION OF JTOs TO SDEs(T) AGAINST 67% SENIORITY-CUM FITNESS (PROMOTION) QUOTA -ORDER ISSUED :-

                AIBSNLEA'S persistent efforts yielded the result in getting released the Promotion order of 2041 (includes 88 JTOs left -out in the last DPC)  from JTOs to SDEs (Telecom) with minimum disturbances

(2) Out of 2041 ,120 SDEs have been posted outside their Circle on need bases .

(3)This DPC covers up to the JTO of OC-1993 -Shri Ajay Bardwaj (Raj),SC-1994- Shri Sukhdev Singh (PB) ,ST-2001- Shri S Pentaiah (AP)

(4) Inter circle Transfer order of around 37 SDEs (who have not joined that Circle) out of 119 issued during March 2008 has been cancelled (Order expected on Monday). 

(5) Maximum no. of request applications of the JTOs for the posting on their promotion from JTOs to SDEs have been considered.

(1)  Local officiating promotion from JTO to SDE   We apprise to GM(A)  complete Data & screening committee report available with Circle Office & communicated to BSNL CO, New Delhi for regular promotion from JTO to SDE. Same report/Grading may utilize for local officiating promotion JTO to SDE.Same was principally agreed by CGMT on dated on dated 20^th March.

(2)  Delay in Implementation in IDA upgradation:-

We apprise to GM (A) that SSA heads are not taking imitation regarding DPC/Screening of pending IDA upgradation since 01-10-2004 to 1-10-2008. CGMT already instructed to complete the pending cases up to 30^th April 2009.We requested to GM (A) to expedite & finalize the matter in time frame manner.

(3)  Delay in submission of ACR for regular promotion from SDE to DE:-

     We express our anxious about over delay in submission of ACR to Corporate office for regular promotion from SDE to DE of Rajasthan Circle.

GM (A) apprise that screening work of DPC has been completed & report will be sent tomorrow by messenger positively.     

(4) Review of stay transfer cases:-

       We apprise to GM (A) about JTO/SDE transfer order & relieving on stay basis. These orders were issued on stay basis in the year 2005, 2006 & 2007.Now lot of infrastructure of new technology has been added in the Network & required review of these old stay transfer order & posted as per load factor. The load factor can be taken on 31^st March 2009 MIS data.

09-03-2009:- Our Continuous persuasions resulted release of most awaited local officiating orders of 109 officers from TES Gr. ?B? to STS vide Circle Office memo no. STA/8-11/GA/LO/2008/67 dt. 09-03-2009.  Click for orders

06-03-2009:-     !!! Important !!!   Our persistent efforts yielded the result to expedite the Time Bound Promotion Policy for Group ?B? level executives of BSNL, Circle office directed to all the Chairmen Screening committee to complete the pending IDA upgradation cases & forwarded to CGMT office positively by 15.03.2009.

A certificate of no case due up to 1.10.2008 is pending also be furnished by concern SSA?s.

All Circle office bearers/Branch secretaries are requested to coordinate with local administration & resolve the matter.

06-03-2009:- CS, President & Sh.M.K.Morodia, ACS (Eng) met CGMT, Rajasthan Circle & discussed the issues-GM (A) also present in the meeting  

(1)  Delay in Local officiating promotion from SDE to DE:-

     We express our anxious about over delay in local officiating promotion from SDE to DE & request to accommodate the officers in same SSA as far as possible

CGMT assured to look in to & GM(A) apprise that DPC work is in progress & order will issued shortly.

(2)  Local officiating promotion from JTO to SDE

      We requested to CGMT that complete Data available with Circle Office & communicated to BSNL CO, New Delhi for regular promotion from JTO to SDE. Same report/Grading may utilize for local officiating promotion JTO to SDE.

CGMT principally agreed to look in to the matter.

(3)  Delay in Implementation in IDA upgradation:-

        We apprise to CGMT that SSA heads are not taking imitation regarding DPC/Screening of pending IDA upgradation since 01-10-2004 to 1-10-2008 after several reminder from Circle Office .We requested to complete the pending IDA upgradation cases in time frame manner.

        GM (A) apprises that instruction is being issued to SSA Heads for completing the pending IDA upgradation in Time Bound manner & also asks the certificate of completion. 

06-03-2009:- Our persistent efforts yielded the result in getting modification in request transfer registration, if three choices are same, SSA Heads are directed that the application, where all three choices are same may also be forwarded to Circle Office.

05.03.2009:-  CONGRATULATIONSFinally our persistent efforts yielded the result in getting approved the New IDA Pay Scales implementation order by CMD, BSNL. We are extremely thankful to the CMD, BSNL, Board of Directors, ED(Finance), GM(Estt.), GM (EF), GM (BBF), GM (CA), DGM(Estt.) and all concern Executives BSNL Corporate Office, who took prompt action for approving the order. We earnestly appeal all Executives to concentrate sincerely for the growth of BSNL & to make BSNL again No. 1 Company.

02.03.2009:- SDE to DE Local officiating It is reliable learnt that Vigilance clearance for SDE to DE officiating received at Circle office & further work in process .The issuing of local officiating order expected shortly.

01.03.2009 : GS and CS, President, OS (South) Rajasthan Circle attended and addressed the Open Session of 2^nd District Conference of Chittorgarh District Branch at Chittoregarh on 01.03.2009. Shri G.R.Kabra, Chairman Nagar Palika, Chittorgarh was the Chief Guest. Shri S. Thattey, Joint President (Automation), Birla Cement Corporation, Chittorgarh was the Guest of honour. Circle Secy., Circle President and Branch Secretary, in their welcome address, discussed the Circle and all India level issues and requested all the members to work with more sincerity to again make BSNL No. 1 Company. Com. GS, in his address apprised the status of all India issues e.g. finalisation of Gr. A RRs, DPCs, implementation of new IDA pay scales, ITS officers? absorption in BSNL and other issues related to viability of BSNL. The Branch Secretaries Udaipur, Banswara, Bhilwara branches attended and addressed the Open Session. The representatives of sister unions District secretary also addressed the meeting. The conference hall was jammed packed. A new District body of the AIBSNLEA have elected unanimously as detail.

        GS, apprise in detail about complete activities & our Association involvement in 2^nd PRC approval write from DPE order on dated 26/11/2008 to releasing Presidential order & final approval from DOT.

        Gs, also apprise about current status of other issues i.e. Group ?A? RR, Seniority revision case of 1966 executive?s, ITS Absorption & MT RR etc in detail & Appeal to all  executive?s to work hard with more sincerity & full dedication to again make BSNL No.1 company.

27.02.2009 : Congratulation ! AIBSNLEA untiring & consisting efforts yielded result  in getting released the Presidential Directive from DoT for implementation of New IDA Pay Scale notified by DPE & approved by BSNL Board. GS, President, AFS today met concern officers of DoT i.e. Director (TPF), DDG(TPF), Director (PSU) & Jt. Secretary (Telecom), DoT for issuance of Presidential Directive . we requested all the officers to issue the Presidential Directive today itself since date of implementation of New IDA Pay scale will be from the date of issuance of Presidential Directive. JST immediately intervene in the matter & got cleared the file for releasing the order. Finally Director (PSU) promptly took action & issued Presidential Directive.

We are extremely thankful to the officers in DoT & Hon'ble MOC&IT for issuance of Presidential Directive in due time.

20/02/2009:- Joint Forum Meeting: - Office bearers Joint Forum of BSNL Association/Unions of Executive?s & Non Executive?s, Rajasthan Circle stationed at Jaipur met on dated 20/02/2009 & decided to organize the agitational program as per Joint Forum CHQ call.

13/02/2009:- CS, President & Sh.M.K.Morodia, ACS (Eng.) met CGMT, Rajasthan Circle & discussed the various issues .GM (Admn), & DGM (F&A) also present in the meeting.

(1) Local officiating promotion: - We express our serious concern regarding delay in local officiating from SDE to DE. GM (A) apprise that the special report from SSA?s received delayed, now VC awaited from vigilance cell, after receiving VC local officiating promotion will be issued.

(2) Regarding transfer & posting:- We impressed upon administration to consider the request posting in respect of officers coming from out of circle at their own request after completion of tenure in different circle,CGMT principally assured to consider such request.

(3) Forwarding of request for transfer by SSA Heads:- We requested CGMT with reference to our earlier discussing three station of choice for request transfer as agreed  by circle administration to accept the request of single station in all three column,CGMT again advised GM(A) to circulate instruction to all SSA Heads to forwarding the request by executives for transfer even if a single station is opted in three choice .GM(A) assured to issue the instruction immediately.

(4)Proportionate staff on Load Factor & Transfer request consideration:-

12-2-2009:-  Joint Forum Meeting:- The Joint Forum of BSNL Non-Executives and Executives Unions & Associations representatives meeting held and discussed the   issues adversely affecting the viability of BSNL mainly delay in absorption of ITS officers in BSNL and increase in FDI in Indian Telecom sector etc. Joint Forum unanimously resolved to impress upon for immediate absorption of ITS officers in BSNL and to serve notice of Active Trade Union Action programmes as under:-

PROTEST DAY:-

. DEMONSTRATION:-By wearing BLACK BADGES and holding Lunch/Closing Hours on 24-02-2009 at BSNL CO/ CIRCLE/SSA level.

? MASS DHARNA:-On 17-03-2009 at BSNL CO/ CIRCLE/SSA level.

? ONE DAY STRIKE:-On 25-03-2009 at BSNL CO/ CIRCLE/SSA level.

Even after this the ITS officers absorption process in BSNL not completed, Joint Forum will go for INDEFINITE STRIKE.

All the CHQ / Circle / Branch office bearers are requested to keep organizationally ready to implement the Joint Forum agitation programme complete success.

10-02-2009:- We are shocked to know the sudden demise of shri Shanti Lal Khatik, SDE, Kapasan . We pray almighty for resting of his soul in peace and to bless the bereaved family with strength to bear this loss.

02-02-2009:- CS, Vice- President, ACS (Engg.) & Branch Secretaries of CO-JP, JPTD, Transmission Branch of  AIBSNLEA & Vice president, Branch Secretaries of CO-JP,JPTD Branch of  SNEA ( I ) & other office bearers of both association on UNITED FORUM OF BSNL EXECUTIVE'S ASSOCIATIONS JAIPUR banner  met  Director (HRD) BSNL  Corporate Office New Delhi and submitted the memorandum of demands pertaining to vital issues.

(1). ITS Group "A"' Absorption:-

          We requested Director (HRD) to finalise the ITS group "A" absorption immediately. In view of ITSA, GS statement in which he categorically told that the ITS officers have decided against getting absorbed.

          Director (HRD) apprised that issue is already is discussion at CHQ level representatives and the process of absorption will be expedite.

(2). 2nd PRC Implementation:-

          We requested Director (HRD) to through the orders relating to implementation of 2nd PRC along with fixation and payment of allowances. We also requested that you are holding the charge of Director (Finance), we requested to short out the re-examination of 2nd PRC issue by arranging a meeting with Member (F), DOT.

          Director (HRD) assured to resolve the issue and arranging a meeting with Director (F), DOT and CHQ office bearer in New Delhi very shortly.

(3). Group "A" RR:-

          Director (HRD) apprised that discussion in this matter is in finalise stage in consultation with CHQ office bearers. He also shows concern about pending regularisation of adhoc STS Officers in BSNL and assured to complete the Group ?A" RR process very soon.

(4). DPC to fill up SDE's /DE's vacant post:-

            We requested Director (HRD) for legal opinion about 1966 reversion case. We emphasized to revise the seniority list as per judgment of various High Court orders and expedite the process of holding DPC to fill up the vacant post of STS level officers in BSNL. We also requested to finalise the JTO to SDE DPC.

          Director (HRD) assured to complete the DPC process by March 2009 subject to the condition that if pending ACR's from various Telecom Circles are submitted with in week?s time. 

          Director (HRD) appreciated the concern of United Forum and assured that, he will always share opportunity of interaction, when ever he is visiting Pink City. Click here for memorandum

02-02-2009:- Successful demonstration program organized through out Rajasthan by united forum of BSNL executives. A massive demonstration held at circle office Jaipur with grand success. More than 400 executives shows resentment against BSNL management/CMD decision for review of fitment formula accepted early.

(2) IDA Up-gradation : All the Circle Office Bearers/ Branch Secretaries are further requested to prepare a complete list of executives working/retire those are affected & not getting 1st IDA upgradation due from 1-10-2004 to 1-102008 & peruse the case with your Area/SSA Coordinator officer immediately & report should be prepare in new Performa circulated by Circle Office & vigilance clearance as per instruction.

(iii) Regarding VC report for IDA Up-gradation

(1) IDA Up-gradation : We protested delay process of Ist IDA Up-Gradation of Executives. Screening Committee/ SSA Head are neither taking  any initiation nor bother about the instructions given by Circle Office to complete the pending IDA   Up-gradation due upto 01.10.2008 [i.e. 01.10.2004 to 01.10.2008] by 15-12.2008. Circle Office did not take any feedback in this regard, which creates frustration in the mind of the sufferers executives and which also create the anomaly and fixation problem in 2 PRC implementation.

We further requested to GM(Admn.) to give clear cut instructions to the Screening Committee / SSA Head for completing the pending IDA Up-gradation and ask the completion report within a time bound manner.

In this regard some doubts arises about the vigilance clearance, GM(Admn.) and AGM(Pers. ) told that clear instructions have already been given to the Screening Committee / SSA Head for obtaining VC   from the Circle Vigilance through Vigilance Officer of SSA.

GM(Admn.) assured an early action to issue further instructions for completing the pending cases & report of completion.    

(2) SDE to STS Officiating :- GM(Admn.) asked the AGM(Pers.) regarding status of the said promotion. AGM(Pers.) apprised that the Special Report and ACR-grading of many SSA are still awaited after giving lot of reminders. GM(Admn.) assured an early action.

(3) JTO to SDE officiating :- We requested to start the process of officiating promotion from JTO to SDE. As there is a acute shortage of SDEs  and delay in regular DPC from JTO to SDE, the shortage of JTOs can be meet out by the newly recruited JTOs under training. GM(Admn.)  assured an early action. 

United Forum of BSNL / MTNL Executive Associations succeeded in getting released order regarding Pension Liability of BSNL towards pensionary  benefit including family pension to its employees. Click Here for Letter

(i) Request Transfer - Registration :- We categorically opposed option of three choice stations in request transfer application and requested that matter already discussed two-three times with GM(Admn.) but not yet resolved. SSA Heads are not forwarding the request application without three choice of stations.

We requested CGMT, Raj. Circle that request application are not forwarded which creates frustration among the executives those executives obeyed the transfer orders & joined the duty in various SSA of Rajasthan Circle, who are still waiting for registration of request for transfer. During discussions CGMT assured that one station can be filled up in all three column for option and SSA Head are being instructed to forward these application in time for registration.

(ii) Transfer & Posting anomaly : We pointed out the anomaly caused in transfer & posting in AAO to AO and JTO to SDE promotion. We pointed the complete detail of such executives those have suffered & have already served out of Circle & difficult SSA in Rajasthan Circle are again posted far away from home town and Hard Tenure SSA in Rajasthan Circle. CGMT Raj. CIrcle assured to look into.

(iii) Posting of Executives Proportionately :- We requested to CGMT, Raj. Circle to post the staff of Account Personnel and the SSA in proportionate to work load. The accounts staff from small SSAs may be utilized where the work load has increased. The CGM assured to got the staff position reviewed particularly in respect of Accounts personnel.  Association expressed dis-satisfaction towards policy of making looking after arrangements on pick and choose basis in respect of JAG posts of Accounts & Finance Service. CGMT, Raj. Circle assured that lookafter arrangement will be ordered purely on seniority at station.
