• Mid session transfer, hardship on account of running of school session

• Transfers are beyond the prescribed limit

• Jaipur SSA cannot be compared with the other SSA's

• The important issue like promotion policy etc. implementation have not been executed despite of desperate persuasion, whereas routine transfers are issued continuously

• The language used in the bottom of transfer orders is highly objectionable, the administration should not encourage such activities.

• earlier orders issued in respect of Pali & Sirohi SSA, the officers are not relived by SSA till date, whereas repetitive transfer orders are issued

• The promotion policy work is already delayed and mass transfer orders will further delay in implementation of promotion policy.

• The medical ground based & old aged (near to retirement) should be considered with immediate effect.

CGMT assured for consideration of medical ground cases and old age cases & other cases can be considered on merit basis.

CS & House discussed the issues and made opinion to protest the mass transfer orders on account of ....

AIBSNLEA decided postponement of Programme of  Organisational Actions as notified vide our letter no. 1. IMPLEMENTATION OF PROMOTION POLICY:- We express the serious concern about slow process of implementation for Time Bound Promotion Policy in Raj Circle and request to complete the whole process immediately . GM(A) assured that the screening report of 10 SSAs are in process and soon the order will be released.

2. EXECUTIVE TRANSFER POLICY:- Firstly we thanks to the  GM(A) for providing stay particulars of post/station on INTRANET. Branch Secretaries are requested to ensure that the details of Stay Particulars in the said list are correct. If any discrepancies are observed kindly intimate to CS with the representation from the members. Further the discussions on the same will be carried in the Next week.
3. Non Reliving of Transferred Officers :- It is requested that  the SSA Heads are to be instructed to relieve the transferred officers immediately and GM(A) assured to look into.

DoT has revised the seniority list of TES Group 'B' officers on 3rd May 2007 with a direction that-

1.   Delay in implementation of promotion policy for BSNL executives and requested to release the orders whose DPC is completed :- GM(Admn,) assured to look into.

2. JTO(T) to SDE(T) officiating promotion orders :- It was requested to issued the officiating promotion orders for eligible JTOs to SDEs at earliest :- GM(Admn.) assured that as soon as the regular SDEs  will join & after assessment of the vacant posts the officiating orders will be issued.

CS & Organisation Secretary (NRU), Sh.R.C. Sharma, along with Sh.Satish Kumar, CS, Delhi Circle visited CGM(NTR) & CGM(NTP) met to DGM(A)NTR & DGM(A)NTP(CGM(NTR)& CGM(NTP)were not available at station)& discussed the following issues:-

1.  Delay in implementation of promotion policy for BSNL executives:- The time bound promotion policy approved & ordered by      BSNL HQ in the month of January 2007 to implement   up to 31-03-2007. The same has not been implemented   in NTR & NTP region till date we requested to     immediate   action in this regard. DGM (A) assured that the       DPC     screening works in process same may be completed  &  order will be issued very soon.

2.  Refund of CGEGIS: -  The refund process of CGEGIS payment in many circle   already completed but same      has been pending in NTR        & NTP region. DGM (A) assured that delay process   due to HR data entry but same may be completed in the  month of May 2007. 

3. GSM Service Connection to all the Executives:-   GSM service connections were not provided to many officers working in Rajasthan maintenance Region. DGM (A) NTR approved the pending cases of GSM service connection on same day & order will be issued in a day or two. 

4. Officiating from SDE to DE:-   Large number of DE post lying vacant since long back in NTR, we requested to give the officiating promotion to the eligible SDE to DE. DGM (A) assured that to look into the matter.  

 5. Delay in PPO release:-  The retired officers especially in NTR region are suffered to avail the facility after retirement due to delay in PPO release we requested to improve the process of formalities. DGM (A) assured that to look into the matter.   

6. Own cost request transfer:- The own cost request transfer are pending in NTP, Rajasthan area we requested to consider. DGM (A) NTP assured that to look  into the matter.

Circle Secretary visited BSNL HQ on dated 26-04-2007 Sh. Prahlad Rai, General Secretary, Sh. S.D. Arya Vice President-II CHQ,  Sh.G. R. Sharma, Financial Secretary, CHQ, O.P. Jat, Circle Secretary & Sh. R.C. Sharma, Organisation Secretary (NRU)& Branch Secretary, Transmission Branch, Jaipur met CMD BSNL & discussed the following issues:-

1  Delay in implementation of promotion policy for BSNL executives: We expressed our serious resentment against delay in implementation of the approved promotion policy for BSNL executives in the name of clarifications. We informed that many Telecom Circles and our Association has asked some clarifications from BSNL Corporate Office immediately after notification of the promotion policy by BSNL Management. Even after lapse of three months, no clarification has been issued by BSNL management resulting delay in implementation of the said policy. Due to non receipt of clarification, the policy has not been implemented in most of the circles. Even in BSNL Corporate Office no proper action has been initiated to complete the process. This is causing widespread resentment among the executives. CMD immediately spoke to Director (HRD) and asked him to take action urgently in the matter.

2.   Non-Settlement of the issues referred to BSNL Management for discussions with AIBSNLEA for improvement in the promotion policy: We requested CMD to discuss the issues transferred from DOT to BSNL for further discussions and decision at BSNL level. Till date no concrete steps have been taken by the BSNL Management for improvement in the promotion policy as assured by CMD,BSNL in the formal meeting held on 10.01.07 regarding various issues e.g. date of effect of implementation of revised IDA pay scales for the executives wef 1.10.2000, one time placement of the SDEs in the Sr.SDE grade , weightage for past service rendered in DOT/DTS/DTO for promotion, grant of designations and duties / responsibilities associated with the respective grade etc.  CMD asked the Association to give brief on the issues and assured to look into the case.   

3.   Absorption of Group ‘A’ officers: We expressed our serious concern against delay in completing the process of absorption of Group’A’ officers in BSNL which is badly affecting the developmental and maintenance work in BSNL. We requested him to use his good offices to settle the issue at the earliest. He informed that there is much progress in resolving the issues raised by Group ‘A’ officers in DOT. He hoped that the issue of absorption of Group’A’ officers will be resolved soon.

4.   Sharing of BSNL’s infrastructure with private operators: We strongly protested against the TRAI recommendations for sharing of infrastructures (passive / active) . The CMD assured that he will take all possible steps to safeguard the interest of BSNL.

5.   Grant of Nav Ratna Status to BSNL: We requested CMD to submit the revised documents as desired by DOT as per DPE guidelines immediately so that further process may be started for grant of Nav Ratna Status  to BSNL

6.  DPCs from SDE Telecom to DE and Sr.AO to CAO on adhoc basis: We expressed our dissatisfaction against delay in completing the DPCs on the pretext of court case and missing ACRs. We informed CMD that  DOT has already replied to BSNL regarding Delhi High Court stay order in 1966 SDE’s reversion case and only eight Sr AO’s ACRs are missing to fill up about 400 CAO posts. As per rule DPCs can be conducted. CMD assured to look into the matter.

7.  Recruitment of JTOs /JAOs in BSNL: We demanded immediate action should be taken to recruit JTOs in Civil / Elect. Wings and JAOs in Finance Wing. CMD assured to look into the matter.

8.   Station tenure transfers in WTR and some other circles:   We protested against transfers of the officers in mid session of education of their wards in the name of rotational transfer. CMD assured to look into the matter.

 9.   Inter Circle transfers from Punjab Telecom Circle: We requested CMD no to implement inter circle / tenure circle transfers policy for the Punjab Circle executives. The executives in Punjab Circle have served in the critical period during the days of insurgency.  CMD assured to examine the issue.

10.Affairs of Alwar SSA (Raj) : We strongly protested against the harassing and vindictive attitude of GMTD Alwar towards BSNL executives and requested him to intervene in the matter. CMD assured to do the needful in the matter.

In the meeting a memorandum was submitted to HON’BLE SHRI A.K. Sinha Chairman-cum-managing director BSNL, New Delhi regarding Harassment & arbitrary transfer of Group 'B officers by Sh. O.D. Tyagi, GMTD,  Alwar - Our protest against. CMD assured to look into.

In the meeting it was also pointed out by the President, AIBSNLEA  that in the Customer Meet which was held on 20.04.2007 on completion of 2 millions connections of GSM in Raj. Circle,  all the officials/officers working in CMTS and other wings will be invited instead of level of STS :- CGMT Raj. Circle assured that in future the same will be considered & look into.

GS returned from Japan :- Com. GS after attending the 2nd UNI APRO/NWJ FORUM for PROFESSIONALS w.e.f. 11 to 13th April 2007 at Tokyo, Japan returned on 15.4.2007. GS presented report from India alongwith other overseas representatives i.e. Bro. Gerhlard Rohde, Head of UNI P & MS Europe (Germany), Bor.  Umali, Jose Jr. Pedralvez, Phlippines on Job migrations and P & MS i.e. Expansion of Offshore Out sourcing & UNI Passport. GS also apprised in detail the role of Trade Unions / Associations in BSNL. Actively participated in the discussions. The Forum was convened by Mr. Eiichi Ito, Director UNI - Apro Tokyo Office.

CS, Com. S.D. Arya, Vice President CHQ & Shri Govind Singh ACS-III (Civil/Arch) met Chief Engineer (Civil), Rajasthan & during the discussions SE(P&A) and EE(HQ) were also present. The Following points were discussed :-

(1) Transfer Policy of The Executives may be implemented as per the Guidelines of BSNL HQ :-Chief Engineer (Civil) assured to look into.

(2) Cancellation of Transfer of Shri. Govind Singh, ACS-III (Civil/Arch)l from Jaipur to Banswara :- Chief Engineer (Civil) assured to look into.

(3) Allowing local convince/allowing  own vehicles in the Field units till the arrangement of the hired vehicle :- Chief Engineer (Civil) assured to look into.

CS & ACS Shri R.P. Gupta, Asst. Circle Secy-V (Gen Disp.)  met CGMT, Raj. Circle discussed :-

(1) ) Delay in implementation of time bound Executive Promotion Policy for Group ‘B’ level officers :- We demanded that the CR folder sent  at BSNL HQ for STS/CAO regular/adhoc  promotion but the Grading is available in the Circle Office Office may be considered for Time Bound Promotions. :- CGMT,  Raj. Circle assured that the same will be considered.

(2) Settlement of some long pending disciplinary / Appeal Cases : CGMT assured to look into.

(3) Regular DPC &  Officiating Promotions  of PA/PS may be considered for vacant posts :-  CGMT assured to look into.

(4) STD & Roaming facility may be provided  on GSM Service connections of the Executives as per Kerela Telecom Circle after taking the declaration from the concerned Executives :-CGMT assured to look into.

CS met with GM (Finance & IFA) Shri H.P. Meena % CGMT, Raj. Circle, Jaipur & discussed

(1)  Delay in implementation of time bound Executive Promotion Policy due to non availability of CR folder of Account Officers with the Chairman DPC :- GM (Finance) informed that the CR grading is being sent to the concern Chairman, DPC.

(2) Refund of CGEGIS :- GM (Finance) informed that the order from BSNL HQ have been received & payment will be made with in a week period time.

 GS VISITS JAPAN :- GS WILL PRESENT  A REPORT ON TELECOM SERVICE SECTOR EMPLOYEES OF INDIA IN A FORUM FOR PROFESSIONAL & MANAGEMENT STAFF FROM 11-12/04/2007 IN TOKYO (JAPAN) JOINTLY ORGANISED BY JAPANESE NTT UNIONS AND UNION NETWORK INTERNATIONAL ASIA AND PACIFIC REGIONAL ORGANISATIONS (UNI-THE GLOBAL UNION FEDERATION).

Our Persistent & vigorous efforts yielded  the issue of own cost transfer of  Shri I.P. Sharma from JJN to Circle Office, Jaipur. Order issued Today.

CS & President met GM (Finance) % CGMT, Raj. Circle, Jaipur and discussed :-

(1)  Delay in implementation of time bound Executive Promotion Policy due to non availability of CR folder of Account Officers with the Chairman DPC :- GM (Finance) informed that the Grading of the officers is being sent to all the concerned Chairman of the DPC. Branch Secretaries are requested, if any,  such delay is noticed please intimate to Circle Secretary immediately.

(2) Non Payment of Medical Claims of  Shri K.K. Agrawal, SDE SGR :- GM (Finance) assured to look into.

(3) Consideration of on  cost request transfer in Accounts & Finance Wing :- GM (Finance) assured to look into.

CS & President met CGMT, Raj. Circle & extended the congratulations on behalf of AIBSNLEA to achieve the Targets in GSM & Broad Band successfully. CGMT heartily thanks to our Team for  cooperation, Team Sprit and dedication of the Executives of AIBSNLEA.

During the meeting GM(Admn.), DGM(Admn.) & AGM(Pers.) were also present & discussed

(1)  Delay in implementation of time bound Executive Promotion Policy for Group ‘B’ level officers : We demanded that the CR folder sent  at BSNL HQ for STS regular promotion may be called for consideration of Time bound Executive Promotion Policy & also demanded that the CR folders of accounts persons available at Jaipur HQ may be sent to respective DPC Chairman immediately for the same :- CGMT,  Raj. Circle assured to look into.

(2) Consideration of on cost Request transfers of SDEs as registered in Request register at the time of promotion & posting of JTOs to SDEs on regular basis :-   CGMT,  Raj. Circle assured to look into.

(3) Consideration of On Cost request of Shri I.P. Sharma, DE from JJN TD to JP :   CGMT,  Raj. Circle assured to look into.

(4) We demanded to issue a letter to all SSA Heads to provide STD facility with  ONE INDIA PLAN on RSTC  to all Executives :-   CGMT,  Raj. Circle assured to look into.

(5) Consider the Request of  an Executive to  post at the Parent Station before one month of the retirement : -  CGMT,  Raj. Circle assured to look into.
