Smooth functioning of CHQ office from New Delhi :- CHQ office bearers has discussed the need  of smooth function of CHQ Office at New Delhi consequent upon shifting of Com. Prahlad Rai, GS to New Delhi. It has been decided to request Com. S. Basu, GS TESA(I) to allot Noida accommodation of TESA for this purpose.

CHQ Office bearers meeting concluded

The CHQ office bearers expressed serious resentment & discontentment against non- settlement  of the issues of importance of Executives in BSNL. They advised GS to contact GS, SNEA(I) to revive the United Forum of BSNL Executives to have the Joint struggle for the settlement of common issues of the Executives in BSNL & viability of BSNL. They also advised that efforts should be made to convene the joint CWC meetings / CHQ office bearers meetings of AIBSNLEA & SNEA to decide the future course of action to impressed upon the DoT administration & BSNL management.

Director (HRD), BSNL addressed the CHQ office bearers, office bearers of Delhi Circle/ TCHQ Circle. All the issues raised by GS, President & other CHQ office bearers were replied by Director (HRD), BSNL in details i.e.

(a) Implementation of Executives Promotion Policy in BSNL :- Director (HRD), BSNL commented   "It is meaningless to commit any deadline but I can say that things are at final stage".

(b) Grant of perks to Executives in BSNL :- Director (HRD), BSNL confirmed that perks committee report has been received and will be placed in the next management committee  meeting & thereafter will got be approved from BSNL Board.

(c) Filling up of the vacant STS of Group 'A' posts on adhoc basis :- Director (HRD), BSNL informed that already 399 SDEs to adhoc DEs & 150 Sr. AOs to CAOs orders have been issued. Immediate action is being initiated to fill up the remaining vacant STS of Group 'A' posts. He also assured that in Civil/Electrical/ Architect/CSS wings efforts are being made for an early DPC to fill up the vacant posts.

(d) JTOs to SDEs grades promotion : - Director (HRD), BSNL informed that JTO(T) to SDE(T) DPC is under process to fill up about 1400 - 1500 TES Group 'B' posts by middle of June'2006. DPC in Civil (85 JTOs (Civil) to SDEs(Civil) / Electrical wings from JTO to SDE grade are also under process & promotion orders are expected by First week of June'2006.

(e) Regularization of SOs in BSNL Corporate office :- Director (HRD), BSNL confirmed that necessary information regarding sanction posts has been received from DoT & action will be taken to Regularization.

All other issues importance mentioned in GS Brief report were also replied by Director (HRD), BSNL. Details will be given in next issue of Journal of 'Telewave'.

GS & President met Director (HRD) BSNL on 25.05.2006 & discussed:-

(a) Impressed upon issue of Promotion Order from SDEs to Adhoc DEs :- Director (HRD) informed that the DPC of SDEs to Adhoc DEs is over & by the end of this month Promotion order will be issued.

(b) Impressed upon to post the Adhoc DEs on promotion in the same Circle as happened in case of ADET to Regular DEs Promotion  :- Director (HRD) assured to look into.

(c) DPC from JTO(T) to SDE(T) :- Director (HRD) informed that the required informations regarding vacancy position have been received from all circle but CR dossiers of some of the Circles have not so far been received  upto the last date i.e. 25.05.2006. Just after  that the process of DPC will start.

(d) Impressed upon early grant of Perks to Executives in BSNL :- Director (HRD) confirmed that the committee report on perks to Executives in BSNL has been received. Soon will be discussed in the BSNL Board Meeting.

(e) Protested against transfer orders of SDEs/DEs in some Circles i.e. Karnataka Telecom Circle, Maharashtra Telecom Circle & WTR Circle :- Director (HRD) assured to look into.

GS & President met Director (Finance) BSNL on 25.05.2006 & discussed:-

(a) Impressed upon early release of Promotion Order form Sr. AOs to Adhoc CAOs :- Director (Finance) informed that DPC of about 219 Sr. AOs to Adhoc CAOs is completed, final allotment/posting orders are under process. Presently about 150 CAOs posts are being filled up on adhoc basis i.e. 123 OC / 27 SC/ST quota. About 69 Sr. AOs have been kept in select list, during the year vacancies created through retirement etc. will immediately be filled up. Promotion order are being issued shortly.

(b) Requested consideration of all pending request transfers of Sr. AOs who completed more than 2 years of service in a Circle :- It was informed that most of the pending request of Adhoc CAOs are being considered. Similarly the remaining request of Sr. AOs completed more than Two years of service in a circle will also be considered soon.

(c) Grant of Perks to Executives in BSNL : - Director (Finance) confirmed that the Committee has submitted the report, soon it will be discussed in BSNL Board.

(d) Fixation of AAO Pay scale under FR-23 :- Director (Finance) assured an early decision in the matter.

GS, President & AFS met Sh. Y.S. Bhave, Addl. Secretary (Telecom) DoT & discussed :-

(a) Impressed upon early submission of Committee Recommendations on Executives Promotion Policy in BSNL :- AST informed that the Committee recommendations are ready & have been discussed with Secretary, DoT also. The recommendations will be submitted to BSNL Board in Two-Three days. He also confirmed the receipt of lot of Savingrams  issued by the branches and also confirmed the receipt of several letters issued by our CHQ, which has mounted tremendous pressure for early submission of the report.

He also assured that the views/suggestions given by the association has been considered & some improvements have been made regarding attendant condition, change in management trainee recruitment quota & service wattage etc.

Group 'A' absorption Issue :- The DoT submitted affidavit in Hon'ble Delhi High Court Today. The next date of hearing is 19th July 2006. Similarly case will be heard in Hon'ble Supreme Court in the month of Aug'2006 on some  tentative date. The Allahabad CAT case transferred to Principal Bench CAT New Delhi was heard on 24th May 2006 & Dismissed.

(a) Impressed upon early submission of Committee report on Perks to be granted to BSNL Executives & insisted for improvement in the earlier proposal and date of implementation w.e.f. 01-01-2005 : - Sr. DDG (PF) assured that report will be submitted with in this week. The views/suggestions of the Association have also been taken into consideration.

(b) The requisition has been send to DoT for Refund of GSI Amount (i.e. 438 Carore Original Amount & 160 Carore Insurance Amount).  Now DoT is to take up issue with Ministry of Finance for refund.

(c) Adhoc Promotion from Sr. AO to CAO :- Sr. DDG (PF) informed that the DPC work is over. Transfer & Posting work is under progress. Promotion orders are expected to be released in NEXT Week.

(d) Consideration of Pending request transfers of AOs/Sr. AOs; who completed more than TWO years service in a Circle :- Sr. DDG (PF) assured to look into.

(e) AAOs Pay Scale Fixation under FR-23 :- Sr. DDG (PF) assured an early action.

GS, President, FS & AFS met Director (HRD) in the formal meeting. Sr. DDG (Estt.), DDG (Pers.), DDG (SR), Jt. DDG (SR) were present in the meeting. Resolutions passed in the First All India Conference of AIBSNLEA held at Hyderabad in Jan' 2006 were discussed in detailed on point to point basis as follows :-

(a) Implementation of Executives Promotion Policy in BSNL :- Director(HRD) informed that the issue is being finalized by the Promotion Committee in DoT.  shortly recommendations will be submitted to BSNL Board for implementation. He also informed that the views/suggestions given by the Association have been addressed on certain issues.

(b) Grant of Perks to the BSNL Executives :- Director (HRD) informed that the Chairman Perks Committee Shri. S.R. Kapoor Sr. DDG(PF), BSNL has assured to submit the report within this week & finally the report  will be implemented by the end of this month.

(c) Recruitment of JTOs/JAOs :-  The recruitment of JTO will be done annually as a matter of course & regarding JAOs direct recruitment process is delayed due to stay order granted by Hon'ble Allahabad High Court, directing that no new entrains should be recruited in JAO cadre till JAO Part - II examination is not conducted. Efforts are being made to get the stay order vacated.

(d) GSM connection to all executives :- Director (HRD) assured to examine the case in the interest of service.

(e) Fixation of AAOs pay Scale under FR-23 :- The issue will further be discussed in Management Committee shortly.

(f) Enhancement of Free call limit for residential Service connection :- Director (HRD) suggested that comparative proposal may be provided by the Association.

(g) Filling up of vacant STS of Group 'A' posts & SDEs grade in all disciplines  on adhoc/regular basis :- Director (HRD) informed that the DPCs to fill up the vacant STS Group 'A' posts in all disciplines are under process. In most of the disciplines promotion order will be issued by the end of this month. In SDE grades also the DPC work is under process. We also impressed upon posting in the same circles on adhoc promotion from SDE to DE as happened in case of ADETs to  DEs posting Promotion order.

 (h) SE category Telephone on Transfer :- Director (HRD) informed that the instruction available in this regard are being followed. Further if any modifications are required Association may submit the proposal.

(i) We also protested against the Intra-Circle transfers being issued by some Circles i.e. Karnataka, Maharashtra, WTR etc. :- Director (HRD) informed that he has already spoken to CGM Karnataka Circle in the matter & cases of Maharashtra & WTR will be looked into.

 (j) Comprehensive Tenure Transfer policy must be framed for tenure circle like Assam, North East, J & K and Andaman Nicobar etc so that, officers does not suffer beyond scheduled stay :- Director (HRD) informed that most of request transfers of the tenure circles has been considered.

(k) Unilateral Transfers :- Director (HRD) assured that the guidelines available in DoT will be implemented and if any discrepancy found, will be looked into for example no transfer after 55 years age to Hard tenure stations, pending request of the officers having less than TWO years in retirement will be considered. 

(l) Refund of Group Insurance Scheme Amount  Immediately :- DIrector (HRD) informed that the case has been sent to DoT for refund of GIS amount.

(m) Allowing Executives to travel by Air Lines for Training/Official duty :- Director (HRD) assured to look into.

(n) BSNLMRS Scheme :- The CGMs have been empowered to allow the officers/officials to take treatment in any recognized hospital of BSNL at any place of INDIA on justified grounds.

(o) Grant of stagnation increment of BSNL employees on annual basis :- Director (HRD) assured to take up the issue further with DoT.

(p) Sr. SDEs Promotion; The SDEs got DEs promotion prior to completion of 12 years of service should be granted Sr. SDE promotion as they have be absorbed in BSNL in their substantive grade on 1-10-2000 :- Director (HRD) assured to look into.

(q) Delegation of Powers to CGMs to create post on Temporary/Adhoc/Regular basis :- Director (HRD) informed that the issue may be taken up with DoT.

(r) Sanction of Post in CMTS/Broadband services and other New Services areas :- Director (HRD) informed that the Committee has submitted its report yesterday on Man Power Plan 2005-06 & each action will be taken for sanction.

(s) Regularization of SOs in BSNL corporate office working on Adhoc/officiating Basis :- Director (HRD) assured to look into.

(t) HR issues related to Civil/Electrical wings i.e. holding of LDCE exam/filling up of EE(C/E), SDE(C/E) on Adhoc/Regular promotion basis, ACP benefit to all SDEs (C/E)/JTOs(C/E) irrespective of recruitment rule framed latter on :- Director (HRD) advised Sr. DDG (Estt.) to look into.

(u) Recovery of Income Tax on account of perquisite for residential quarter :- Director (HRD) informed that matter has already been taken up with DPBT for clarification.

GS & President met concern Authority of Finance Wing BSNL & Discussed :- We extended our sincere thanks for issuing instructions to BSNL of implementation of IDA pay scales to absorbed Group "A" officers w.e.f 1.10.2000 as demanded by our associations.

(a) Adhoc DPC for promotion from Sr. AO to CAO:- It was informed that the DPC work is under process. efforts are being made to issue promotion order in next week.

(b) AAO pay fixation order in IDA pay scale:-  It was informed that matter is under consideration & necessary order will be issued shortly.

(c) Issue of modifications order in the recent transfer & posting order of AOs/Sr. AOs & consideration of all pending request transfers of officers who completed more than TWO years service :- It was informed that the modifications order & pending request transfer orders are under consideration & will be issued in the next week.

(d) Protested against the mass transfer order issued in Finance wing of Punjab Telecom Circle.

(a) Impressed upon immediate submission of the recommendations on Executives Promotion Policy in BSNL, addressing the views/suggestions given by Association for improvement :- AST informed that on returning Secretary DoT in next week matter will be discussed & the recommendation will be submitted to BSNL Board immediately. We also assured that the views/suggestions given by the Association have also been addressed.

(d) Group 'A' Absorption in BSNL :-AST opined that Delhi high Court decision awaited in this month. Hon'ble Supreme Court has also advised to Addl. Solicitor General (Govt.) that to resolve the issue interacting with Advocate of ITSA. Similarly, the cases are also pending in the Hyderabad High Court and Guwahati High Court.

1966 TES Group 'B' reversion case was heard in Delhi High Court yesterday. The Next date of hearing is July 14th, 2006. In this regard Association has appointed Sr. Advocate.
