28.06.2013: Formation of Branch Committee of Bharatpur Branch: A General body meeting of AIBSNLEA Bharatpur Branch held at GMTD campus. Com. H.L.Awasthi, Circle President & Com. M.K.Morodia, Circle Secretary attended and addressed the meeting.

Com. H.L.Awasthi, in his address, focused on the necessity of unity of executives in present scenario. He said that 78.2 fitment benefit could be achieved only because of our unity and dedicated agitation. He appealed the executives to strengthen AIBSNLEA Branch at Bharatpur. He assured the executives their grievances will be taken up with true sprit.

Com. M.K.Morodia, in his address, intended on strong & active AIBSNLEA branch at Bharatpur. He elaborately described the leading role of AIBSNLEA at CHQ & Circle level during the recent Agitational Programmes. He assured that executives are safe under the umbrella of AIBSNLEA.

A new Branch Committee was constituted at Bharatpur Branch. Com. N.R.Koli, Com. Bhagwan Singh and Com. Bal Ram was elected unanimously as President, Branch Secretary & Financial Secretary respectively.

Both the leaders also met GMTD Bharatpur as curtsey and discussed the issues related to BSNL viability. It was noticed that there is an acquit shortage of vehicles at Bharatpur.

26.06.2013: GS, AGS(HQ) met DDG(TPF) DoT Shri Shahbaz Ali and requested for early release of 78.2% IDA Pay fixation case of BSNL Pensioners retired after 01.01.2007 and pension revision order of BSNL pensioners retired before 01.01.2007. DDG(TPF) mentioned that matter is being dealt by STP Cell of Estt. Section of DoT. However, he told that BSNL pensioners will get arrears even if the order is delayed for some time. He clearly told that in his opinion DoT has to issue the order since DPE has issued order after the approval of cabinet.

26.06.2013: GS, AGS(HQ) met Director (Estt.), DoT and requested for immediate issuance of the 78.2% IDA Pay fixation and pension revision order for BSNL pensioners post retired on 01.01.2007 and pre retired 01.01.2007. Director (Estt.), DoT mentioned that matter is under consideration in STP Cell to draft the proposal for order in this regard. He assured an action.

26.06.2013: GS, AGS(HQ) met Sr. GM(Pers.) and discussed

• Promotion order from JTO to SDE(T) of LDCE quota: Sr. GM(Pers.) informed that LDCE review result as per Hon'ble PB CAT direction is expected to be declared shortly. VCRs have already been called. He expected that within two weeks time the posting on promotion may be issued.

• CPCs from SDE(T) to DE(Adhoc/regular): We requested to expedite CPCs from SDE to DE (Adhoc/Regular). Sr. GM(Pers.) informed that the competent authority approval has been taken to initiate the CPCs from SDE(T) to DE adhoc and regular. GM(SR) is the Chairman, CPC and CPC work has been initiated. He expected that in case all VCRs are received, the CPC work can be completed within two-three weeks time.

  All the Circle Office bearers, Branch Secretaries are requested to ensure early sending VCRs to CVO BSNL C.O.

• CPC from JTO(TF) to SDE(TF): We requested to expedite CPC from JTO(TF) to SDE(TF). Sr. GM(Pers.) assured an early action in this regard.

• Restructuring of AD(O/L) cadre: We expressed our serious concern against non-settlement of the long pending issue. Sr. GM(Pers.) mentioned that Addl. GM(Estt.) Sh. Harash Verdhan has been transferred in BSNL C.O. PD Cell but the order has been issued that he will continue to be the Chairman Committee and he has further advised to submit the report. We appraised him to discuss the matter with GM(EF) BSNL C.O. since one committee member of EF Cell is not giving comment on this issue so that committee finalize the report. Sr. GM(Pers.) assured to discuss the matter further.

• Creation of PPS posts: We requested to reprocess the case for PPS post creation as per Sh. H.K. Gupta, Ex. DDG(Estt.), DOT Committee recommendations to create PPS post with all HAG level posts. Sr. GM(Pers.) mentioned that Estt. Section has raised some objections in PPS post creation proposal but now again case will be reprocessed on the basis of Sh. H.K. Gupta, Ex. DDG(Estt.), DoT recommendations.

• Modifications in BSNL MSRRs for EE(C/E) cadres: Sr. GM(Pers.) mentioned that the proposal for modification in BSNL MSRRs for EE(C/E) could not be discussed in BSNL Board meeting held on 14.06.2013 due to some dispute on this issue. However, the issue is being re-examined on the basis of CPWD RRs. We further requested to give parity with JTO/SDE(T) in BSNL interest of CPWD RRs which have no relevance today in BSNL.

• BSNL's donation to PM Relief Fund to help Uttrakhand flood sufferers: GM (SR) informed that CMD BSNL is going to appeal BSNL employees for one day salary donation to PM's Relief Fund to help the people of Uttrakhand  and thousands pilgrims through ut the world are facing the biggest tragedy in their life due to disaster of unprecedented floods. We welcomed the appeal and assured that shortly it will be discussed & decided in BSNL's Unions/Associations meeting.

25.06.2013: JAC Delegation meets CGMT Rajasthan to express resentment against the orders of  Land retention by DoT arbitrarily: A delegation of Circle Secretaries of AIBSNLEA, BSNLEU, NFTE & SNEA(I) met CGMT Rajasthan to lodge the resentment against the arbitrary retention of BSNL land at Jhalana Doongri by DoT. we gave him the letter of resentment. CGMT expressed his serious concern in the matter. 25.06.2013: Dear Comrades, CMD, BSNL has appealed for one day salary as donation to the Prime Minister's Relief Fund for the people of Uttrakhand and thousands of peoples through out the world, who are facing biggest tragedy in their life due to the colossal disaster of un-president flood, landslides and cloud bursts. AIBSNLEA welcome and support the appeal given by CMD, BSNL. The PM has called for liberal donation.  Forum of BSNL Unions / Associations may discuss and decide the donation amount tomorrow in its meeting proposed to be held at 15.00 Hrs.

25.06.2013: GS, GSs NFTE BSNL, FNTO along with other representatives of AIBSNLEA, NFTE, FNTO, SNEA(I) and AIGETOA(I) met CVO BSNL C.O. and discussed regarding affairs of Jharkhand Telecom Circle wherein about 30 executives & non-executives are facing disciplinary cases on the false & fabricated complaints. Requested for High Level enquiry from BSNL C.O. Senior Level Officers. CVO, BSNL appreciated concern and assured to look into the matter.

GS requested CVO for early sending of VCRs for SDE to DE(Adhoc/Regular) promotions and also VCRs for AO to CAO regular & CAO to DGM(F) promotions. CVO mentioned that already Vigilance Cell is seized with the work and assured for early action in this regard.

• CPC from SDE to DE (Adhoc): We requested to expedite the CPC from SDE(T) to DE (Adhoc) to fill up 1860 DEs Posts on adhoc basis. DGM(Pers.) informed that the competent authority has allowed to operate SDEs(T) seniority list nos. 6 and 7 for the ST candidates promotion. He assured that as soon as the VCRs are received CPC will be expedited.

• CPC to DE Regular promotion: We requested to fill up vacant DEs Posts on regular basis. DGM(Pers.) informed that CPC to fill up DEs posts on regular basis for the year 2009-10, 2010-11 and 2011-12 is in progress as soon as the VCRs are received the CPC will be completed.

• MTRRs': DGM(Pers) informed that BSNL Board in its meeting held on 14-06-2013 has approved MTRRs where in executives having qualifications B.E./B.Tech./B.Sc. first Division have been allowed. The internal candidates of age 50 years for first attempt are allowed to appear in the MT examination but in future the max age limit is decided 40 years.

• BSNLMS RRs modification for EE(C/E/Arch): DGM (Pers.) mentioned that BSNL Board could not discuss the matter due to some dispute in this regard.

• Filling up of HAG/SAG/JAG level posts: DGM(Pres.) mentioned that BSNL Board in its meeting held on 14-06-2013 has approved recruitment of CGMs/PGMs/GMs/DGMs under pension Rule -37. Accordingly the recruitment process will start. On our query regarding BSNL absorbed group "A" officers promotions, he mentioned that CPC to fill up 5 CGMs posts by BSNL absorbed ITS officers of 1981 year of recruitment is in process, VCRs are awaited. CPC to GM posts for BSNL absorbed ITS officers recruitment year up to 1995 will also be conducted after Rule-37 GM recruitment process. DGM Promotions from DEs are held up due to delay in pronouncement of Hon'ble High Court, Kerala Judgment.

18.06.2013: Meeting with Shri A.K.Bhargava, CGMT Rajasthan: Com.M.K.Morodia, CS; Com. Karan Singh, Adv.-II CHQ along with Com.Prahlad Rai Gen. Secy. met Shri A.K.Bhargava, CGMT Rajasthan. the discussion was focused deeply on following issues along with other common issues.

• Consideration of request Transfer on completion of Tenure: CGMT mentioned that to avoid huge disturbance by transfer and posting and due to the financial restrictions, we are considering selective requests. longest stay on soft tenure station will be preferred and minimum disturbance will be ensured.

• Shortage of Cable/Drop wire/Jumper wire/Modems etc.: The serious efforts are being made and all the means are kept in mind till the tender of cable is finalised by BSNL CO we are exploring the possibility of diversion of cables from other Circles. he had an opinion that maintenance work should be preferred in over Development.

• Replacement of all the Life Expired Battery Sets: He said that the tender is under process and we are trying to finalise.

• Pending E4-E5 IDA Upgradation of Electrical wing: He assured to review the conspiracy raised due to APAR reporting & reviewing authority are the same.

• Low speed of Broadband service: He informed that old PE router installed at NIB Jaipur is not capable for present internet traffic a new upgraded router is under procurement at BSNL CO within one month the router will be available and speed issue will be resolved.

• Settlement of the pressing issues discussed in the formal meeting held with AIBSNLEA on 29^th - 30^th April'2013: We requested for early settlement of the pressing issues discussed in the formal meeting held on 29^th - 30^th April'2013 with AIBSNLEA. GM(SR) mentioned that one important issue of our charter of demand i.e. implementation of 78.2% IDA Pay fixation has been resolved and the other issues like withdrawal of local officiating promotions and introduction of looking after arrangements, introduction of E-1, E-2 standard IDA pay scales for JTO/SDE equivalent executives, CPCs to fill up HAG/SAG/JAG/STS/Group-"B" level posts and other important issues have been discussed with the concern GMs and now these issues will be shortly discussed with Director(HR) and CMD, BSNL for early settlement.

• Majority executive Associations member verification: GM(SR) mentioned that BSNL Corporate Office SR Cell has already processed the proposal for member verification of majority executive Association in BSNL. In view of this, all the Circle Office bearers, Branch Secretaries are requested to concentrate on Organisational activities to strengthen the Association and to achieve majority Executives Association status when the referendum starts.

11.06.2013: Indefinite Strike Call off from 12th June'2013: Forum of BSNL Unions/Associations leaders met today at 14.30 hrs. and decided to call off the Indefinite Strike to be organized from 12^th June, 2013  in view of the orders issued by DoT & BSNL for implementation of DPE OM dated 2nd April, 2009 on implementation of 78.2%  Pay fixation w.e.f. 10.06.2013.

10.06.2013: GS, AGS(Fin), Convener Forum Com. V.A.N. Namboodiri, GS, President SNEA(I) met DDG(TPF) Shri Shahbaz Ali  for early clearance of the DFA for 78.2% IDA pay fixation order and also requested for issuance revised pension order for BSNL pensioners. DDG(TPF) assured that Presidential Directives on 78.2% IDA Pay fixation case will be issued shortly to ensure that indefinite Strike in BSNL don't take place. Also, mentioned that revised pension order for BSNL Pensioners on the basis of 78.2% IDA pay fixation will be also be issued by DoT shortly wherein pensioners are to get their arrears.

It is understood that 78.2% IDA pay fixation order from DoT & BSNL will be issued today or tomorrow positively.

10.06.2013: GS, AGS(Fin.) met Sh. Sanjeev Gupta, Director(PSU), DoT and discussed regarding implementation of 78.2% IDA Pay fixation order. Director(PSU) mentioned that, it is understood that Hon'ble MOSC&IT has approved the proposal and on receiving the approval through Secy(T)/AST/JST, he will sent the DFA to DDG(TPF) for clearance. Hence, we may expect Presidential directives order tomorrow only, if every thing goes smoothly.

He also appraised that Group of Ministers (GoM) Meeting is now fixed up on 12.06.2013 at 15.30 Hrs instead of 11.06.2013.

10.06.2013: Implementation of 78.2% IDA Pay Fixation Case: GS contacted concern officers in DoT on implementation of 78.2% IDA pay fixation of DPE OM dated 2nd April'2009 as approved by BSNL Board. It is understood that Hon'ble MOC&IT has approved the proposal for implementation today morning and sincere efforts are being made in DoT for issuance of Presidential Directives immediately. The orders are expected today itself from DoT & BSNL. Further developments in this regard will be intimated soon.

07.06.2013: Dear Comrades, at 18:45 hrs. today, it was informed by the CMD, BSNL that the DoT has taken decision to approve 78.2% IDA merger and that the order will be issued today or on Monday, by the DoT. As far as Forum CHQ is concerned, nothing is confirmed, unless order is issued by the DoT. Hence, let us wait for the order to be issued and till then there should not be any let up in the preparations for the strike.

06.06.2013: Forum of BSNL Unions & Associations meeting with Chairman TC & Secy(T): The representatives of Forum of BSNL Unions/Associations met Chairman TC & Secy.(T), DoT and submitted memorandum copy regarding measures to be taken for revival and revitalization of BSNL and MTNL, the strategic Telecom PSUs, to protect the interest of the Telecom Industry as well as that of the public .

However, we have to continue to prepare for successful implementation of the indefinite strike call w.e.f. 12^th  June' 2013 till the time issue is resolved favorably. GS, AGS(Fin) attended the meeting.

05.06.2013: GS discussed with Sr. GM(Pers.) regarding

• Holding of CPC from SDE to DE promotion to fill up 1860 DEs posts: since the court case in Hon'ble CAT Chennai is disposed off. Sr. GM(Pers.) mentioned that CPC process has been initiated to DE Promotion but the approval of the Competent Authority is to be taken to operate SDEs seniority list no. 6 & 7. We pleaded that seniority list no. 6 has already operated in the year 2010, while promoting 2700  DEs. However, he assured an early action in this regard.

• CPC to fill up DGM vacant posts: We requested to file petition in Hon'ble High Court Kerala in 147 SDEs (LDCE quota) seniority case for early pronouncement of the judgment since it is reserved for more than four months period. Sr. GM(Pers.) mentioned that BSNL's advocate in Kerala has been requested to file petition in this matter.

14.05.2013: Forum of BSNL Unions / Associations meeting with CMD BSNL: The representatives of Forum of BSNL Unions/Associations met CMD BSNL and discussed on the memorandum submitted to Hon'ble Finance Minister Shri P. Chidambaram,  Chairman GoM on the revival of BSNL/MTNL. CMD appreciated the concern of BSNL Unions/Associations and mentioned that this is the right time to apprise all the members of the GoM regarding issues related to Viability of BSNL and its revival. He mentioned that BSNL Management has also given the presentation to DoT on 8^th & 9^th May, 2013 on this issue. We apprised him that the memorandum has been given to the members of GoMs as well as being given to all the Hon'ble MP's throughout the country to apprise them on the issue. 

In addition to the Forum Convener Com.V.A.N. Namboodiri, available General Secretaries including Com. P. Abhimanyu (BSNLEU), Prahlad Rai (AIBSNLEA), Sebastin K (SNEA), Rajmouli (AGS, NFTE) and Animesh Mitra (Dy.GS, BSNLEU) were present. From the Management side, Director (HR) Shri A.N. 09.05.2013: FORUM TAKES DECISION TO GO ON INDEFINITE STRIKE, DEMANDING IMMEDIATE SETTLEMENT OF 78.2% IDA MERGER: The meeting of the Forum, which took place today the 09.05.2013, has taken the historic decision to go on indefinite strike, demanding the immediate settlement of 78.2% IDA merger. The issue of 78.2% IDA merger was sent to the approval of DoT. However, the DoT, instead of giving it's approval, has referred the matter to the BRPSE (Board For Reconstruction of Public Sector Undertakings). This is nothing but putting 78.2% IDA merger in the cold storage. 

After discussing the issue threadbare, the Forum has decided to give call for the following agitational programme. Today's meeting was attended by Com. V.A.N. Namboodiri (Convener), Com.P. Abhimanyu, GS, BSNLEU, Com. C. Singh, GS, NFTE, Com. K.Sebastin, GS, SNEA, Com.Prahalad Rai, GS, AIBSNLEA, Com. Jayaprakash, GS, FNTO, Com. Suresh Kumar, GS BSNL MS, and Com. 03.05.2013: Congratulations! AIBSNLEA's consistent efforts yielded result in getting released the 'Record of Discussions' after two days marathon meetings on dated  29^thand 30^th April' 2013 with BSNL Management in response to our Notice of Organizational Action Programmes dated 11.04.2013.

BSNL Management sincerely tried to resolve our long pending issues but some issues could not be settled due to pending court cases and on some issues positive initiative have been taken up towards settlement. We are confident that shortly our most of the pressing issues will be resolved. In view of the concern shown by the BSNL Management as gesture, AIBSNLEA CHQ decides to defer the ongoing Organizational Action Programme i.e. holding Mass Dharna on 15^th and 16^th May 2013 for the next three months.

We are extremely thankful to Director (HR), BSNL Board for arranging formal meeting on our long pending issues. 03.05.2013: Meeting of the Forum of BSNL Unions / Associations held on 2nd May, 2013: Ameeting of the Forum of BSNL Unions / Associations was held on 2nd May, 2013 at BSNL MS Office. Com. Islam Ahmad (NFTE), presided. Convener, Com. V.A.N. Namboodiri, gave a brief report on the latest developments since the last meeting. He pointed out the main issues for discussion viz. the revival of BSNL, orders on 78.2% IDA fixation etc. All the members actively participated in the ensued discussion. GS, CS BSNL CO, New Delhi attended the meeting.After detailed deliberation, the following decisions were taken.

• Revival of BSNL: It was decided to submit a memorandum to the Group of Ministers headed by Shri P. Chidambaram, Finance Minister, on the revival of BSNL. The memorandum should contain about the financial assistance assured at the time of corporatisation, the discrimination meted out to BSNL, the necessity for financial assistance from govt. etc. A committee was formed to prepare the memorandum which will be finalized in the Forum meeting to be held on 07.05.2013. The subcommittee meeting will be held on 6th May at 1200 hours at Corporate Office.

• 78.2% IDA fixation: It was decided to maximum pressurize the BSNL Management and DoT to get the orders on 78.2% IDA issued without further delay.

• Restoration of Medical allowance, LTC etc: Forum will take up for restoration of all these benefits to the employees. 

The next meeting of the Forum will be held at 1500 hours on 07th May, 2013 at BSNL MS Office.

01.05.2013: AIBSNLEA Foundation Day on 1st May: All India BSNL Executives Association was formally launched on 1st May 2004. The Foundation Day on 1st May has to be celebrated by all the branches throughout the country. CWC Guwahati decided mandatory to organise special General Body Meetings / Get Together / Cultural Programmes / Seminars etc. on the Foundation day by all the Branches.

AIBSNLEA Rajasthan is celebrating the FOUNDATION day as "MILAN DAY". Each member should meet maximum No. of other Executives today.

30.04.2013: Meeting with BSNL Management on the Charter of demands - We decides to cancel Massive Demonstration on 1st May'2013.: Our discussions with BSNL Management on the demands raised in the Notice for Organisational Action Programmes started w.e.f. 29th April'2013 continued on second day also (i.e. today). All the 22 issues were discussed thoroughly in the presence of Sr. GM(Pers.), GM(SR), GM(Restructuring), GM(Estt.), DGM(Pers.), DGM(SR), AGM(SR), AGM(P-V) and AGM(P-II). During discussions we explained in details the genuineness of the issues and pleaded for settlement. All the officers present in the meeting appreciated our concern and assured for early settlement of issues. Also, expressed difficulties in some issues due to pending court stay order and repercations.

GM(SR) BSNL Corporate Office vide letter no. BSNL/7-4/SR/2013 dated 30th April'2013 has assured that tomorrow itself the "Record of Discussion" of the meeting will be issued. And has also requested to desist from Organisational Action Programme commencing w.e.f. 1st May'2013.

29.04.2013: GM(SR) arranged a meeting of AIBSNLEA representatives today in response to the Notice served on 11.04.2013. Sr. GM(Pers.) chaired the meeting. GM(Restructuring), GM(Estt.), DGM(Pers.), DGM(SR), DGM (Restructuring) and AGM(SR) were present in the meeting. GS, FS and AGS(HQ) attended the meeting. GM (SR) explained the concern of BSNL Management that Management is sincerely trying to resolve the issues raised by the Association and started discussion on the demands. Com. GS thanked the Management for their concern expressed and expected that most of the issues can be resolved through discussions, if due concern is given. During detail discussions 40% issues could be discussed and decided to continue discussions tomorrow also at 15.00 Hrs.

Comrades, though the discussion on the demands has started today in a conducive environment but review of agitation programmes will depend on the positive outcome of the demands.

01.04.2013: GS, President met Sr. GM (Pers.) and discussed

• CPC from DE to DGM: We requested to pursue with BSNL's Advocate through CGMT Kerala Circle for early delivering of judgment on 147 SDEs Seniority case in the Hon'ble High Court Kerala at Ernakulum. Sr. GM(Pers.) mentioned that it is learnt that judgment is being written by Hon'ble High Court Kerala and judgment is expected shortly.   He assured that as soon as the judgment is received the CPC from DE to DGM will be completed.

• CPC from SDE(T) to DE: We requested to expedite CPC from SDE(T) to DE. Sr. GM(Pers.) mentioned that CPC work to fill up 760 DEs posts is in process but could not be expedited due to stay order granted by Hon'ble CAT Chennai. The next date of hearing is in this month only.

• CPC from JTO(T) to SDE(T): We requested to expedite CPC from JTO(T) to SDE(T) to fill up about 3000 vacant SDE posts. Sr. GM (Pers.) mentioned that all the CGMs have been requested to submit assessment sheets to BSNL C.O. at the earliest to expedite CPC. However, he assured for an early action in this regard.

• CPC from SDE(TF) to AGM(TF): We requested our serious concern against delay in completing CPC from SDE(TF) to AGM(TF) for the last one year. Sr. GM (Pers.) mentioned that for implementation of SC/ST roster points, the proposal has been sent to the Competent Authority for approval. After the approval the CPC will be expedited.

• Restructuring of AD (O/L): We requested our serious concern against non-submission of Committee report on restructuring of AD(O/L) cadre for the last one year. Sr. GM (Pers.) assured that tomorrow he will discuss the matter with AGM (Pers.), Convener, for drafting the report. However, he assured an early action in this regard.

• PA/PS pay fixation case of Kerala Telecom Circle: We requested for the settlement of PAs/PSs pay fixation case of Kerala Telecom Circle, pending since long. Sr. GM (Pers.) assured to look into the matter.

• Withdrawal of local offg. Arrangements and introduction of Look after arrangements: We expressed our serious concern against arbitrary withdrawal of local offg. arrangements of JTO/SDE/DE/DGM and introduction of look after arrangements wherein so many deficiencies are observed viz. Mandate 'Look after' arrangements - we pleaded that mandate word is arbitrary and do not allow executive to forgo look after arrangements, which was available in local offg. arrangements. Similarly, look after arrangements should be based on All India seniority list with minimum transfer by calling volunteers. To implement SC/ST roster on look after arrangements since the administrative & financial powers are given. Also allow pay fixation on look after arrangements to executives in higher grade who could not get Time bound promotion in that grade. Sr. GM(Pers.) after detail discussions mentioned that BSNL Management Committee long before decided to stop local offg. arrangements to discourage court cases and accordingly order is issued. He assured that above points will be examined and necessary clarifications will be issued immediately.
