Special Get-Together of Kota Branch was organised on
30.12.2013. the meeting was attended by Com. Prahlad Rai
General Secretary & Com. M.K.Morodia Circle Secretary
Rajasthan Shri A.K.Gupta GMTD Kota also attended the
Get-Together.
Com. Prahlad Rai was felicitated by the
Branch on being elected as General Secretary 4th time
unanimously.
Com. Prahlad Rai,
apprised the members about latest
developments at BSNL Co level. He intended upon
maintaining of the Quality of Services and customer
satisfaction for the viability of BSNL. He said that the
Kota Branch is a very important of Rajasthan. He praised

is selected as CMD, BSNL. Sh. Anupam Shrivatava may join
on 1st July, 2014 on retirement of Sh. R.K. Upadhyay,
CMD BSNL on 30th June, 2014.

1996 absorbed officers are considered for promotion to
GM Posts.
In addition to this, it is understood
that the appointment letters to the post of
General Managers in BSNL from ITS cadre absorbed in BSNL
under Pension Rule-37 has been issued for 10 GM posts.
Hence, the recruitment process under Rule-37 in the
cadre of SAG level from ITS officers in BSNL is
over. Also, the recruitment process in the cadre of
PGMs/CGMs will also be completed shortly.

CHQ in continuously resolving the issues of BSNL

the proper supply of the materials, GSM equipments, MLLN
Modems, Telephone instruments etc for the viability of
BSNL. He also mentioned the need of taking feedback of
ground realities from trade Unions for Viability of
BSNL.

in his address thanked AIBSNLEA Rajasthan Circle for

every possible best efforts as AGS(HQ) for resolving the
problems of members.

Rajasthan Circle, last year the revenue from income was
1125 Crores and from other sources it was 83.5 Crores.
He told that up to now there is a neck to neck condition
between profit and loss in Rajasthan Circle. He
presented the various finance figures of the SSAs of
Rajasthan Circle. He appealed all for the maximum
revenue realization for the viability of BSNL by proper
customer care He impressed upon the proper monitoring of
Various Projects in BSNL and specifically in Broadband
and Wire line segments. .At last he thanked AIBSNLEA
Rajasthan Circle for inviting him in the session.

PGMTD Jaipur
appreciated the efforts of General Secretary AIBSNLEA
Com. Prahlad Rai for resolving the issues of BSNL
Executives'. He informed that the tender of the
batteries has been approved by the Circle Management. He
appealed all to work hard for getting the all benefits
of Pay Revision in 2017. He appealed to use the
available resources for the maximum output with customer
satisfaction. At last he thanked AIBSNLEA Rajasthan
Circle for inviting him in the session.
GS AIBSNLEA, Shri Prahlad Rai,
congratulated the comrades of Rajasthan Circle for the
successful conference and thanked the comrades for their
great affection. In his detailed address Com. GS
mentioned the achievement of AIBSNLEA in his last three
terms in resolving the issues like EPP, Transfer Policy,
2nd PRC with 30% fitment, GSM Telephone connections to
Executives' with handset, Perks and allowance, BSNLMSRR
and various DPCs. He informed that today the Quality of
Service is a big challenge in front of BSNL and in view
of this AIBSNLEA found the concept of Customer Delight
Month in its CHQ Office Bearer's meeting. Com. GS
further mentioned that due to un-helping and
over-jealous attitude of the Govt. i.e. unjustified
payment of spectrum charges (3G & BWA) of Rs. 18,500,
non-reimbursement of licenses fee, USO Charges, OPEX
Charges, withdrawal of ADC, Payment of AGR, Huge
expenditure on Telegraph services, payment of notional
loan Rs. 7500 Crores to DoT has adversely affected the
viability of BSNL. Non-procurement of GSM
equipment, cables, telephone instruments, MLLN Modem,
Broadband Modem, Drop wires etc has affected the quality
& growth of services. He stressed to strengthen the
quality of our mobile services to enhance the MNP
towards BSNL like on the same pattern in Karnataka, AP
and Orissa. He explained that how the AIBSNLEA is
continuously pursuing these viability related issue with
the BSNL Management and DoT.
Com GS. Further explained the burning issues of the
Headquarters level like ITS Repatriation process and its
Cabinet note and 78.2 % IDA fitment benefit case. He
explained the situation on the issues like VRS, 30%
disinvestment and unbundling of last mile copper. He
apprised the status of HR issues related to various DPCs
from JTO to SDE, SDE to DE(Adhoc/Regular), DE to DGM,
JAO to AO, AO to CAO & CAO to DGM(F), DPC in
Civil/Electrical wing, Restructuring of AD(OL) case
etc., VRS, Pay anomaly - Seniors are drawing less salary
than their juniors, stopping of LTC, CPSU cadre
hierarchy, regularisation of Officiating JTOs and the
issues of Direct Recruits etc. Com GS explained the role
of AIBSNLEA in the viability of BSNL. He mentioned the
success of AIBSNLEA in creation of Retirement Leave
encashment fund of Rs. 4825 Crores by the BSNL
Management, by which BSNL is getting 400 Crores
interest. At last he appealed the all Executives' and
all the BSNL pensioners for make every effort with a
team spirit for making BSNL a vibrant organization. At
last he congratulated AIBSNLEA Rajasthan Circle for the
success of the open session. During interactive session,
Com.GS replied all the queries raised by the members.

Competent Authority has withhold the earlier order
regarding the practice of printing and supply of diaries
to the executives for the calendar year:2013 as a part
of austerity measures vide BSNL CO letter no.
4-5/2012-Admn.II dated 14.12.2012.
The
Competent Authority has approved to withdraw the said
decision for the purchase of diaries for the calendar
year 2014 and decided that the diaries for
2014 may be purchased.

writes to DoT for payment of arrears due to 78.2% IDA
fixation benefit:It
is reliably learnt that vide DO no. 1-19/2012-PAT (BSNL)
dated 21.10.2013, Sh. R.K. Upadhyay, CMD, BSNL wrote to
Secy(T), DoTto reconsider
the decision of payment of arrears to the BSNL employees
for the period 01.01.2007 to 09.06.2013 in order of
positive boosting of moral of BSNL employees at this
crucial financial position of BSNL.
It is also understood that CMD has also
mentioned in the letter that as per the agreement dated
12.06.2012 it was agreed that the actual payment will be
made prospectively and arrears will be deferred till the
financial position of the company improves, but with the
Presidential Directives dated 10.06.2013 no arrears will
be paid. It has become difficult to extent similar
treatment to working employees and those who retired
between 01.01.2007 upto 09.06.2013. He also requested
DoT to extent the benefit of 78.2% IDA revision to the
officials/officers retired during 01.01.2007 upto
09.06.2013.
22.10.2013:GS, President, OS(East),
AGS(HQ) met Director(HR/EB), BSNL and requested to
confirm his programme to attend 4th AIC at Nashik on
11th Nov., 2013. Director(HR/EB) mentioned that on 10th
& 11th Nov., 2013 he will be busy in his personal
work but he will try to attend AIC on 12th Nov., 2013.

requested to expedite CPC from SDE to DE Adhoc.

process but due to recently Hon'ble High Court
Chandigarh has issued contempt notice to BSNL
against operating the TES Grp.- 'B' seniority list
no. 7 for ST candidates and next date of hearing is
on 25.11.2013. Hence, after seeing the
decision of Hon'ble High Court Chandigarh only,
matter will be expedited.
CPC from DE (Adhoc) to DE (Regular):We
requested to expedite CPC from DE adhoc to DE
regular as the VC clearance is expiring on
24.10.2013. Director(HR/EB) mentioned that today he
has discussed the matter with CLO and assured an
early action in this regard.

requested to initiate CPC from DE (Regular) to
DGM(Adhoc). Director(HR/EB) mentioned that work of
CPC to fill up 500 DGM posts has already been
initiated but the promotion orders will be issued in

had been discussed in details. All the supporting
documents had been given to the management. She
assured that matter will be resolved on priority
basis, after deep study of the case. Some necessary
clarifications will be taken from BSNL CO.
Pending IDA Upgradation in
every cadre of Executives: She
assured that pending IDA Upgradation cases will be
given priority and specific cases can be sent to the
management.
Individual grievances: Every individual
grievance will be settled at top priority on merit
basis.

Near Roadways Bus Stand, Bhilwara in a grand manner.

also been organised on this occasion. Shri Dharmendra

speech encouraged the executives to fight with the
crises of BSNL. he also motivated the executives for
working harder & Harder. he assured that he will always
safeguard the interests of the executives of Bhilwara.

by AIBSNLEA at CHQ & Circle level. He also intimated the
house with the development at Circle & CHQ level.

Lal, Org.Secy(S) had a little halt at Chittorgarh during
their journey for attending District Conference of
Bhilwara Branch. They had a gathering of many Comrades
of Chittorgarh in the chamber of Com. S.C.Pareek,
Br.Secy. and discussed about the working condition of
the Executives of Chittorgarh SSA.
A formal
meeting with TDM Chittorgarh, Shri M.C.Meena was also
been arranged by
Com. S.C.Pareek and the working
environment at Chittorgarh SSA was discussed in
detailed. Shri M.C.Meena assured
his full support & cooperation to all the executives

Information Regarding
4th All India
Conference:AIC
will be held from 10th November, 2013 to 12th November,
2013 in Sapkal Knowledge Hub, Kalyani Hills, Anjeneri,
Trambak Road, Nasik, Maharashtra.
Important information regarding AIC is as under.
Delegation fee has been kept Rs.
1200/- per delegate. Delegation fee, Fare & other
expenditure during journey will be borne by the
branch.
The
Branches must clear CHQ/Circle quota up to date and
deposit Rs.200/- per member as contribution towards
Legal Fund.
To
avoid any inconvenience all the participants may pl.
got their railway tickets booked well in advance at
an earliest as per the schedule mentioned in
the notification of the CHQ.
Journey details & list of delegates must be mailed
to CS well in time.
Whether condition of Nashik is very
cold therefore participant should make arrangements
accordingly.
