GS, FS and AFS met & congratulated Shri Y.S. Bhave, AST, DoT on his promotion as Special Secretary & Discussed: -

(a) Executives’ Promotion Policy in BSNL; we enquired regarding submission of recommendations on Executives’ Promotion Policy in BSNL: - AST informed that the recommendations have been finalized & committee is meeting tomorrow to sign the report. He assured that the report would be submitted to BSNL Board tomorrow itself. AST also informed the issues like Service Weightage, Change of designation on time bound promotion, Eligibility criteria for internal examination and management trainees recruitment etc will be decided by the BSNL management.

(b) Grant of Perks to the Executives’ in BSNL: - Since AST is the member of BSNL Board, we requested him to decide the date of effect of implementation of perks to executives’ in BSNL w.e.f. 01.01.2005, the date from which non-executives was given the perks in BSNL. AST assured to look into.

FS and Org. Secretary (N) attended & addresses the Circle Executives Committee Meeting of UP (West) Circle at Moradabad.  Com. GS could not attend the meeting due to some unavoidable reason.

=>  The Management Committee has approved the Perks Committee report to be granted to Executives in BSNL. Management Committee has not changed the date of effect for implementation as recommended by the Perks Committee. The Report will now finally be submitted to next BSNL Board for Approval.

=>  The DPC from JTO(T) to SDE(T) is under process to fill - up about 1400 vacancies in TES Group 'B' grade. The promotion orders are expected in the First week of July'2006. As assured by CMD, BSNL & Director (HRD) BSNL the pending request transfer applications of SDEs are being considered. Action is also being taken by Management to cancel the Unilateral transfer orders issued to Hard tenure Circles.

=>  The Competitive Examination for promotion of JTOs(T) to SDEs (T) to Fill up about 3000 TES Group 'B' posts is expected to held in Aug'2006.

As assured by Sh. Y.S. Bhave, AST, DoT Chairman Promotion Committee, he hold the Committee Members meeting on Saturday i.e. 17th June 2006 & prepared the recommendations in accordance with the discussions in the meeting held on 16th June 2006. He went on tour to abroad on Sunday i.e. 18th June 2006 & will return on 26th June 2006. Thereafter getting approval from Secretary DoT,  he will submit the recommendations on Promotion Policy to BSNL Board for implementation.

DPC from JTO(T) to SDE(T) :- DPC is under process. It will be over by next week since one member of DPC i.e. DDG (SR) is on leave to this week. Our request for consideration of pending request transfers & Cancellation of Unilateral transfer orders issued to Hard Tenure Circles are also being considered as assured by CMD, BSNL.

Grant of Perks to Executives in BSNL :- The matter was discussed in the Management Committee meeting of BSNL but remain inconclusive because Management Committee has suggested some modifications in the Perks Committee Report. Further the issue will be discussed in the next Management Committee Meeting & thereafter will be placed to the BSNL Board for Approval.

Consideration of left out cases of Adhoc DEs Promotion :- The Process of DPC was started to fill up 550 DEs posts on Adhoc Basis. 399 Adhoc DEs Promotion order already  issued. Six cases are in sealed cover, two cases could not be cleared due to pending currency of punishment, 26 ST quota posts could not be filled up due to non availability of eligible candidates in the zone of consideration, 67 left out cases ACRs are missing. Till date only 18 representations of eligible SDEs have been received in Corporate Office. We have requested DDG (Pers) to release the list of missing names further. 

Attested ACRs of last five years are immediately required for the following SDEs :. Shri A.K. Dholesiya (WTR), Shri M.R. Naiker (KTK), M.S. Chechakendi (KTK), Shri N.C.S. Roy (CTD), Shri C.M. Bhsak (CTD), Shri A.K. Saha (CTD), Shri G. Sunarajan (TN), Shri D.G. Modi (Guj), Shri R.G. Padharia (Guj), Shri D.C. Paul (JKD).  The concern Circle Secretaries are requested to pursue the matter with the respective Circles.      

Promotion Policy for Executives of BSNL :- GS , FS attended the meeting called by Dr.J S Sarma, Secretary, DOT. Shri Bhave AST, DOT, Shri A K Sinha, CMD, BSNL, Shri Niranjan Singh Dir(HRD),BSNL Shri A K Purawar  DDG(Per.), Shri Goyal Director (Staff), DOT,  GS and AGS of SNEA(I) attended the meeting. Details of discussion are

1) Promotion Policy :-  Discussed in detail i.e. Time bound promotion, Attended conditions. Secretary, DOT assured that attendant conditions for the promotion should be decided in the manner so that dropping should  be minimum

2) Management Trainees :- Secretary, DOT informed that recruitment of  Management Trainees at STS level -Seniority -cum-fitness basis quota- 60%, Limited Departmental Competitive Exam quota-20% and Out side recruitment quota- 20% [ Through IITs & IIMs ] . In the Promotion Policy, a) Non post based time bound promotion  up to SG JAG level. b) post base promotion as per recruitment rules.

3)One time placement of SDEs to Sr. SDE grade, Service weightage, Change of Designation, Higher responsibility with time bound promotion :- Secretary, DOT advised CMD to discuss and decide these issues at BSNL level. During the Discussion ,We have protested and told that the Promotion Policy for the Executives of BSNL should be implemented  as offered at the time of calling of option for absorption. We could observe  that no much improvement in the promotion Policy as earlier decided by the BSNL Board .

4) Filling up of Group "A" posts in BSNL :-Secretary, DOT directed the officers in DOT not to fill up vacant posts available in  BSNL from  DOT officers on promotion. He directed CMD, BSNL to fill up all vacant Group "A" posts in BSNL from absorbed Executives of BSNL .He also directed to fill up  about 2300 DE (Telecom) posts immediately  as well as vacant posts in other disciplines.

5) Pay fixation under FR 22 1(a)(i) at the time of lateral advancement from JTO to SDE and SDE to JTS :- Establishment section of DoT has sent a proposal to Shri Bhave AST Chairman, Committee to review  Promotion policy for with holding benefit of pay fixation under FR 22(1)(a)(i) at the time of lateral advancement  and vertical promotion from JTO to SDE, SDE to Sr. SDE & Sr. SDE to JTS. We strongly protested against this calculated move to sabotage time bound Promotion Policy itself. Sr. DDG(Estt.) DoT has suggested pay fixation under FR22 (1)(a)(ii) (Without any incremental benefit) in the proposed Promotion Policy. We clarified that this issue was objected by the P&T audit also. DOT asked the clarification from DO P&T. It was clarified that pay fixation  under FR 22(1)(a)(i) at the time of lateral advancement  and vertical promotion from JTO to SDE, SDE to Sr. SDE and Sr. SDE to JTS is justified. Secretary, DOT got convinced with the argument and advised the Chairman, Committee Shri Y.S. Bhave, AST not to consider such proposals. We have requested the Chairman, Committee to submit the recommendations on promotion policy at the earliest to BSNL Board. Shri Bhave AST assured that recommendations will be finalized within a day or two along with Members of the promotion Policy. Next week , he will remain on leave & in the last week of June 2006, he will be submitting  the recommendations to BSNL Board.

6) Implementation of all revised /upgraded IDA Pay scales w.e.f 1.10.2000 :- We have demanded Implementation of all revised /upgraded IDA Pay scales w.e.f 1.10.2000 with actual benefit. After discussion , Secretary, DOT advised to delink the issue from the promotion policy and directed CMD, BSNL to settle the issue in  BSNL. The meeting  was held for 2 hours from 1530 hrs to 1730 hrs.

During the discussions CMD, BSNL assured to further examine the issues raised by the Association & left to BSNL to decide for the improvement in the Promotion Policy.

AGS(C/E/Arch./TF) & AFS met concern Authority in Electrical / Civil/ Architect wings & discussed :-

(a) Seniority list of SDE(Civil) will be issued this week.

(b) Promotion from SDE(Civil) to EE(Civil) :- Some ACRs fo SDE(Civil) is yet to be received from various circles (Click Here for List).  Authorities in Civil Wing assured that on receipt of ACRs, DPC will be conducted immediately & Promotion orders will be issued by end of June'2006.

The provisional Seniority List in Architect  wing in the cadre of JTO/AE/SDE(Arch.) have been issued (Click Here for List). Discrepancies if any, may be informed through representation. We have protested against the  issue of Seniority List based on qualifications. The seniority list of JTO(E) has also been released.

(c) Promotion of JTO(E) to SDE(E) & SDE(E) to EE(E) : Authority in Electrical wing informed that DPC work is under progress & promotion orders will be issued by June,2006.

Grant of Perks to Executives in BSNL :- The issue will be discussed in the Management Committee meeting of BSNL on 15th June' 2006. Thereafter will be placed for approval in the next BSNL Board Meeting.

Implementation of Executives Promotion Policy in BSNL :- Secretary DoT will hold meeting on 16th June'2006 at 1500 hrs. with the Members of Promotion Committee further to discuss the recommendations of the committee & our associated representatives have also been invited for discussions. 

GS & FS met Director (HRD) & discussed :-

(a) Implementation of Executives Promotion Policy in BSNL :- Director (HRD) informed that the Committee is finalizing the recommendations soon. He told that he will not commit the exact date of submission but he assured that the recommendations will be submitted shortly.

(b) Grants of Perks for Executives in BSNL :- Director (HRD) informed that committee report is going to be placed in the Management Committee Meeting of BSNL to be held on 15th June 2006. Thereafter it will be placed to BSNL Board for final approval. 

(c) DPCs from JTO to SDE grades (i.e. Telecom/Civil/ Electrical/TF/Architecture etc.) , SDE to Executive Engineer (Civil/Electrical) & DE(TF), DE(TT) services etc. :- Director (HRD) informed that the DPCs from JTO(T) to SDE(T) has started today & will be completed by 14th June 2006. Then Promotion orders will be issued immediately. Promotion orders of about 85 JTO (Civil) to SDE (Civil) have been issued & in electrical wing also JTO(E) to SDE(E) DPC is under process. Efforts are being made to issue promotion orders from SDE(C/E) to EE(C/E) by the end of this month. Similarly the officer concern have been directed to issue promotion orders from JTO(TF) to SDE(TF), SDE(TF) to DE(TF) & SDE(TT) to DE(TT) by the end of this month.

(d) Protested against the recent Seniority list released in the Architecture wing for JTO/AE/SDE (Architecture) based on qualifications :- Director (HRD) informed that Seniority list has been issued based on qualification i.e. Degree/Diploma in accordance with the instructions available from Institute of Architecture.

(e) Protested against Unilateral Transfer orders of SDEs issued in WTR wing :-     Director (HRD) immediately spoken to CGM(WTR) & instructed him strictly to follow the guidelines issued by DoT/BSNL H/Q on transfer policy & also directed him to cancel the transfer & posting orders of the Office Bearers (i.e. Circle Secretary of MP Circle & Branch Secretary of Mumbai OFC Branch) of AIBSNLEA in accordance with immunity clause & further instructed him to minimizing the transfer may be issued upto need basis with supporting staffs.
