AGS(C/E) and AFS met Sr. DDG(Arch) and discussed the problems of
JTO(Arch) and Assistant Architect.
i) Regarding
residential telephone of Asstt. Arch at Kolkata case is under
process and will be solved shortly.
ii) Regarding
withdrawal of the benefit of 2nd ACP the case has been
taken up. Sr. DDG(Arch) agreed that the matter may be taken up
with C.O.
iii) The
transfer case of Smt. Shanti Bhattacharya was also taken up with
Sr. DDG(Arch). Transfer orders have been issued for her transfer
from Bhubneswar to Kolkata. |

GS, AGS(C/E) and AFS met Jt. DDG(BW)
and discussed the matters relating to JTO, SDE(C) and EE(C).
i) Regarding
correction of seniority of JTO(C), Bhubneswar
= JT. DDG(BW) promised that this will be solved
shortly.
ii) The
Promotion case of Shri B R Sakia, SDE(C) was also discussed =
Jt. DDG(BW) informed that the vigilance clearance is awaited and
after receiving the VC, the promotion order will be issued shortly.
iii) Regarding
promotion from EE(C) to SE(C) := Jt.
DDG(BW) informed that the vigilance clearance of Shri Himkar Khosla
is awaited. As soon as VC is received the promotion case will be
finalised.
iv) Regarding
promotion from SDE(C) to EE(C) = Jt.
DDG(BW) informed that the process is on and DPC will be conducted
shortly.
v) The
ACP case of Shri M Sahai, JTO(C) Civil Wing was also discussed.
The promotion of JTO(C) to SDE(C) is in the pipeline and orders
will be issued shortly.
vi) Jt.
DDG(BW) informed that the process for regularisation of SDE(C) is
also in process and orders will be issued shortly.

FILLING UP OF VACANT POSTS OF PA/PS IN BSNL ON ADHOC/OFFICIATING
BASIS.:- DDG(P) assured an early
action.

ONE TIME RELAXATION TO PROMOTE ALL STENOGRAPHERS-GR-III TO PA.-DDG(P)
assures to look into.
3)
Promotion order from JTO (Telecom) to SDE (Telecom) to fill up
about 1200 vacant TES group B posts.:-
DDG (Pers) informed that DPC is under process expected to be
completed by this week end. There after , promotion order will be
issued.

12 cases are complete. Efforts are being made to release the

Govt. ITSA insisted to appoint a committee to finalize the
modalities of absorption. Govt. Addl. Solicitor General informed on
behalf of government that there is no such proposal & also informed
the Hon'ble Court the Terms & Conditions which were offered to Group
'A' officers are final one. Hon'ble Court intervene & told that
respondent can't be insisted to appoint a Committee and also told to
the advocate of ITSA to argue on merits. The case is posted for
arguments on 27.11.2006 on day to day hearing basis. |

GS, FS and Editor met Shri Satish Tandon, Sr. DDG (Estt),
DoT and discussed about the following matter:
(i) Executives�
Promotion Policy:
Sr.
DDG (Estt) informed that he is in receipt of the recommendations
and will clear it very shortly. He assured that after the return of
Secretary, DoT from abroad, the policy will be cleared for
implementation by BSNL.
(ii) Refund
of CGEGIS:
Sr. DDG (Estt) informed that the Accounts
wing of DoT has already intimated all the CCAs to verify the
individual claims so that the actual payment can be made quickly.
(iii) TES
Group B seniority:
Sr.
DDG (Estt) informed that DoT is seeking legal opinion on the
clarification given by Supreme Court. Further action will be taken
only after obtaining legal opinion.
(iv)
Audit Objection regarding excess payment of
Pension/Family Pension and retirement benefits due to continuance
of ad-hoc promotions to DEs/CAOs beyond one year without reversion:
Sr. DDG (Estt) expressed surprised
over the action of CCAs who are recovering the pension etc. of
ad-hoc STS personnel by fixing their pension in substantive grade
in the absence of any directive from DoT and appreciated the
concern of the Association. He also assured to look into the
matter and suggested that the matter may be taken up with the
Secretary, DoT. |

In
continuation of their meeting with Director (O)
yesterday GS, FS and Editor met Shri Rakesh Babu, Sr.
DDG(CS) for discussing the Review/Modification in the
policy for RSTC and Mobile Telephone Connections to all
Executives. Shri J. S. Tyagi, Jt. DDG(PHE) was also
present. The following points were discussed:
i) All
STS level officers who have been provided with DELs (STD
on need basis) with call limits of 800 mcu per month and
GSM Mobile Service Telephone Connection usage worth Rs.
500 per should be provided RSTC (with STD compulsorily
as was given earlier in DoT) with a minimum of 1000 MCUs
per month and GSM mobile under plan 725 so that the
charges per call will be reduced.
ii) All
officers of the level equivalent to SDE etc. who have
been provided with DEL (STD on need basis) with 600 MCUs
per month and GSM usage worth Rs. 500/- should be
provided RSTC with a minimum of 1000 MCUs per month and
GSM mobile usage worth at least Rs. 800/- under plan 725
as above.
iii) All
officers of the level equivalent to JTO etc. who have
been provided with DEL(without STD) with 500 MCUs per
month and GSM usage worth Rs. 300/- should be provided
RSTC with a minimum of 1000 MCUs per month and GSM
mobile usage worth at least Rs. 500/- under plan 525.
iv) It
was also demanded that in all the cases certification of
extra calls as available earlier should be continued.
v) The
provision of free VPN/CUG service and STD/National
Roaming in mobile connections shall also be allowed.
vi) Regarding
providing the handset for GSM connection, we demanded
that the Bundling of Handset with BSNL SIM plan shall be
introduced. Sr. DDG(CS) observed that this plan is for
pre-paid connections and introduction of this plan for
GSM service connection may have billing problems. The
Association further suggested that the re-imbursement of
fixed amount for different level of executives with
fixed frequency may be agreed to as is available in case
of provision of Brief cases etc. for Executives.
vii) While
discussing Broadband connection we demanded that the
concessional rent of Rs. 100/- p.m. and the modem rent
(Rs. 100/- p.m. as per plan 250) shall be waived and the
Broadband connection shall be provided rent free.
viii) We
demanded that the Executives posted in Delhi and Mumbai
(Non-BSNL Service Area) shall not be discriminated
against with reference to provision of re-imbursement
for GSM connections.
ix) Association
requested to continue the provision of concessional
Telephone connections for retired employees of BSNL as
was available in DoT period.
Sr. DDG(CS), after
detailed discussion agreed in principle to the justified
demands/suggestions of the Association and assured to
put up the matter to the competent authority for
approval. Sr. DDG(CS) also assured that due care will be
taken so that the persons posted in Delhi/Mumbai do not
feel any discrimination. He also assured to put up the
matter to the Competent Authority for continuance of
Concessional Telephone Connection for retired employees.

met Sr. DDG(BW) and discussed about the filling up of
SDE(C) posts resulting out of ad-hoc promotion to the
grade of EE, Second ACP benefit to SDE(C) who have
completed more than 24 years of service, filling up of
vacant SE(Civil) posts and consideration of pending
request transfers of JTOs/SDEs/EEs. Jt. DDG(BW) Shri
Chandra Bhushan was also present.
Sr. DDG(BW) informed that
regarding filling up of vacant SDE(C) posts, the matter
has already been processed for approval of Competent
Authority for holding DPC. Regarding second ACP to SDEs,
the matter is sub-judice. The case to fill up vacant
SE(C) post has already been processed. About the
request transfers, Sr. DDG(CS) informed that all request
transfers will be considered in the month of
February/March, 2007 to avoid disturbance to the
Executive in the middle of the academic session. |

GS, FS and Editor met Shri Satish Tandon, Sr. DDG (Estt),
DoT and discussed about the following matter:
(i) Executives�
Promotion Policy:
Sr.
DDG (Estt) informed that he is in receipt of the recommendations
and will clear it very shortly. He assured that after the return of
Secretary, DoT from abroad, the policy will be cleared for
implementation by BSNL.
(ii) Refund
of CGEGIS:
Sr. DDG (Estt) informed that the Accounts
wing of DoT has already intimated all the CCAs to verify the
individual claims so that the actual payment can be made quickly.
(iii) TES
Group B seniority:
Sr.
DDG (Estt) informed that DoT is seeking legal opinion on the
clarification given by Supreme Court. Further action will be taken
only after obtaining legal opinion.
(iv)
Audit Objection regarding excess payment of
Pension/Family Pension and retirement benefits due to continuance
of ad-hoc promotions to DEs/CAOs beyond one year without reversion:
Sr. DDG (Estt) expressed surprised
over the action of CCAs who are recovering the pension etc. of
ad-hoc STS personnel by fixing their pension in substantive grade
in the absence of any directive from DoT and appreciated the
concern of the Association. He also assured to look into the
matter and suggested that the matter may be taken up with the
Secretary, DoT. |

In
continuation of their meeting with Director (O)
yesterday GS, FS and Editor met Shri Rakesh Babu, Sr.
DDG(CS) for discussing the Review/Modification in the
policy for RSTC and Mobile Telephone Connections to all
Executives. Shri J. S. Tyagi, Jt. DDG(PHE) was also
present. The following points were discussed:
i) All
STS level officers who have been provided with DELs (STD
on need basis) with call limits of 800 mcu per month and
GSM Mobile Service Telephone Connection usage worth Rs.
500 per should be provided RSTC (with STD compulsorily
as was given earlier in DoT) with a minimum of 1000 MCUs
per month and GSM mobile under plan 725 so that the
charges per call will be reduced.
ii) All
officers of the level equivalent to SDE etc. who have
been provided with DEL (STD on need basis) with 600 MCUs
per month and GSM usage worth Rs. 500/- should be
provided RSTC with a minimum of 1000 MCUs per month and
GSM mobile usage worth at least Rs. 800/- under plan 725
as above.
iii) All
officers of the level equivalent to JTO etc. who have
been provided with DEL(without STD) with 500 MCUs per
month and GSM usage worth Rs. 300/- should be provided
RSTC with a minimum of 1000 MCUs per month and GSM
mobile usage worth at least Rs. 500/- under plan 525.
iv) It
was also demanded that in all the cases certification of
extra calls as available earlier should be continued.
v) The
provision of free VPN/CUG service and STD/National
Roaming in mobile connections shall also be allowed.
vi) Regarding
providing the handset for GSM connection, we demanded
that the Bundling of Handset with BSNL SIM plan shall be
introduced. Sr. DDG(CS) observed that this plan is for
pre-paid connections and introduction of this plan for
GSM service connection may have billing problems. The
Association further suggested that the re-imbursement of
fixed amount for different level of executives with
fixed frequency may be agreed to as is available in case
of provision of Brief cases etc. for Executives.
vii) While
discussing Broadband connection we demanded that the
concessional rent of Rs. 100/- p.m. and the modem rent
(Rs. 100/- p.m. as per plan 250) shall be waived and the
Broadband connection shall be provided rent free.
viii) We
demanded that the Executives posted in Delhi and Mumbai
(Non-BSNL Service Area) shall not be discriminated
against with reference to provision of re-imbursement
for GSM connections.
ix) Association
requested to continue the provision of concessional
Telephone connections for retired employees of BSNL as
was available in DoT period.
Sr. DDG(CS), after
detailed discussion agreed in principle to the justified
demands/suggestions of the Association and assured to
put up the matter to the competent authority for
approval. Sr. DDG(CS) also assured that due care will be
taken so that the persons posted in Delhi/Mumbai do not
feel any discrimination. He also assured to put up the
matter to the Competent Authority for continuance of
Concessional Telephone Connection for retired employees.

met Sr. DDG(BW) and discussed about the filling up of
SDE(C) posts resulting out of ad-hoc promotion to the
grade of EE, Second ACP benefit to SDE(C) who have
completed more than 24 years of service, filling up of
vacant SE(Civil) posts and consideration of pending
request transfers of JTOs/SDEs/EEs. Jt. DDG(BW) Shri
Chandra Bhushan was also present.
Sr. DDG(BW) informed that
regarding filling up of vacant SDE(C) posts, the matter
has already been processed for approval of Competent
Authority for holding DPC. Regarding second ACP to SDEs,
the matter is sub-judice. The case to fill up vacant
SE(C) post has already been processed. About the
request transfers, Sr. DDG(CS) informed that all request
transfers will be considered in the month of
February/March, 2007 to avoid disturbance to the
Executive in the middle of the academic session. |
