yesterday and briefed the MA filed by BSNL for getting

is to inform with deep regrets that, Com A.K.Singh,
Circle Secretary UP(E) Circle, had a sad demise on
03-09-2018 at 06:48 pm. Shri A.K.Singh was struggling
with Cancer since long. AIBSNLEA Rajasthan deeply
condole the unfortunate and untimely death of Shri
A.K.Singh and pray the almighty god to give enough
strength to the bereaved family to bear the untimely
loss and may his soul rest in peace.

Open Session on the occasion of
3nd CWC Meeting of AIBSNLEA on 19th August, 2018:
The Open Session of the 3rd CWC meeting
of the AIBSNLEA was successfully organized at Hotel
Grand Pearl, Dehradun in a grand Manner.
President CHQ Shri
S.Shivakumar presided the Open Session.

Uttarakhand Circle was the Chief Guest of the Open
Session. Shri A.K.Sinha DGM(SR), BSNL Corporate Office,

Uttarakhand Circle, Shri S.K.Singh attended the
Open Session from Management Side.

A.B.Bajpayee. In his address he praised the quality of
service by BSNL in Uttarakhand Circle.
President CHQ Shri S.Shivakumar
in his address welcomed
all in the 3rd CWC. He told that BSNL is struggling hard
to make its image better. Declining the revenue is a
serious concern for all of us. BSNL is not getting any
support from DoT. Com. President CHQ informed that AUAB
has taken up the issue of the immediate need of the 4G
spectrum to BSNL. He informed that BSNL has been
established under National Telecom Policy with a
specified object to provide the connectivity at every
end and also in remote and tribal area. Com.
President CHQ informed that after in June 2018 the
revenue has declined by 40%. The cash flow is also
reduced so we are not able to make the expenditure. He
expressed his gratitude to CMD and Dir (HR) for issuing
12000 promotions in the short span of time. He expressed
that these promotions have taken place due to the
consistent efforts of AIBSNLEA only. Com. President
expressed that by improving the financial health of
BSNL, only we can survive. At last he thanked all for
making the CWC a grand success.
GS AIBSNLEA Shri Prahlad
Rai
told that the Uttarakhand Circle is very important
Circle for BSNL and the role and spirit of the BSNL
Executives in the calamity is commendable. He
appreciated that AIBSNLEA is the No. One Association in
the Uttarakhand Circle. Com. GS told that the commitment
of the comrades of the Uttarakhand Circle is
appreciable. Com. GS delivered the Key note address.
He expressed his
gratitude to CMD and Dir (HR) for issuing 12000
promotions in the short span of time. GS told that we
are thankful to the management for this great effort.
GS told that it is the commitment of the BSNL employees
towards the nation that BSNL is providing affordable
services to the citizens. So the revision of pay scales
are the must for the BSNL Employees and Com. GS strongly
informed that WE WILL TAKE IT DEFINITELY. Com. GS
expressed the struggle of AIBSNLEA towards the
pensioners issue, Efforts of AIBSNLEA for standard pay
scales, uniform first TBP in four years., 22820 pay
scales for JTO/JAO recruited 2007 and 2008 batches, 30%
SAB to BSNL Direct Recruits. Com. GS appealed DGM (SR)
to arrange to grant the SP. CL to the office bearers of
all the levels of AIBSNLEA. At last he thanked all
for making the CWC a grand success.

(F) Uttarakhand Circle
in his address welcomed all in Dev
Bhoomi for 3rd CWC meeting of AIBSNLEA. He told that 19%
area of Uttarakhand is covered by the snow and 45% is
wild life area, and in this area we are successfully
giving telecom services. He praised GS AIBSNLEA for
excellent speech and good deliberations. He stressed
that we should end the position of the cash crunch in
the field. We should strengthen our customer base. He
highlighted that we should reach to our customer either
it is a big customer or small customer. We should not
think for our personal benefits but should think for the
benefits of the Organization. Thanked for inviting and
wished for the success of the Open Session.

Chief Guest of the
Open Session, Shri Mahak Singh, CGMT Uttarakhand Circle
in his address welcomed all the
distinguished guests in Devbhumi Uttarakhand and wished
for the successful CWC. He told that we should see that
what we can do the best for the company. He told that
the utilization of the Human Resource Management is at
most necessary. He thanked GS AIBSNLEA for praising the
Executives of Uttarakhand Circle. He told that out of 6,
three are hilly SSA in which there is a great public
dependency on BSNL. He told that Uttarakhand Circle has
got 3 awards for EB Business, No. of Sale Points and
Fastest response on twitter category. Shri Mahak
Singh told that in Aseem plan and in plan 99 we are
trying to connect with our old customers. And for this
category Circle has also received the appreciation
letter from CMD BSNL. Apart of this in Landline,
Broadband category Uttarakhand is in top 5 cities.
Uttarakhand has achieved more than the target assigned.
Uttarakhand Circle is in 7th Rank in recovery.
Shri Mahak Singh told
that in the Uttarakhand Circle the transfers from the
hilly area have been executed in a rotational manner to
best utilize the man power. He suggested that we should
focus the services which are in trend to enhance the
revenue. He told that the data consumption rate has been
increased and BSNL has introduced the GB plans. We
should spread our FTTH network in big cities for earning
the better revenue. He also suggested tying up with
Multi service cable operators for this purpose and BSNL
Corporate Office is fully supporting the Circles. BSNL
Corporate Office suggested reducing the loop length of
DSLAM for the better BB services. He told that we have
achieved good revenue from BTS sharing and there is very
small dip in the revenue due to this. He told that the
demand of the BSNL services are very much in Rural
areas. We should also lease out our OFC. He also
suggested to explore the Civil/Electrical work
possibilities in the smart city project. We have
increase the commission of the Channel Partners. He
opined to explore the talents of the direct recruits. He
told that we have increased the GSM data speed and JIO
has put a very less negative effect in Uttarakhand
Circle. He suggested to take up the challenge and make
intact the customer base in the competitive scenario.

1st CEC meeting of
Rajasthan Circle was organised on 5th August 2018
at Swarnkar Bhawan, Bikaner. The Open Session of the CEC

Rajasthan Circle has achieved the growth in the dynamic
leadership and co-operative attitude of CGMT Rajasthan
Circle and positive vision by Sr. GM (F). He assured
that if Management provides full support then the
Executives' of Rajasthan Circle are committed for making
BSNL, a vibrant Organization.
He said that the Circle
Executive Committee Meeting is being held after a
glorious performance of AIBSNLEA at CHQ Level after
getting released of more than 12000 promotions in every
stream and cadre in just a one month. He expressed
that such miracle could be possible by excellent efforts
made by the one and only Prahlad Rai, the legend of
leadership and dynamic leader of AIBSNLEA. He hoped that
CHQ shall now focus on the promotions of remaining
cadres which could not be taken place due to court stay
etc.
Com CS also raised the
need of resolving of the problems associated with the
merger of business areas and problem related to the
vehicles in the field. At last he thanked to all for

Ist CEC meeting at Bikaner. He thanked to GS AIBSNLEA

the AO to CAO cadre. He also raised the issue related to
regular DGMs(Promotee) who are not getting further
promotion of Jt.GM. He also elaborated that how Govt.
policies are adversely affecting the financial health of

Executives at their residences, Cancellation of
reversion of 1966 SDEs, Khan Committee Recommendation,
AD(OL) Pay revision etc. He suggested to do
expenditure on CAPEX and introduce E2 scale at entry
level.

GM (Finance) Rajasthan Circle
informed that the Rajasthan Circle
is top in revenue collection up to June 2018. He
informed that the Rajasthan Circle has got 4th and 2nd
Rank in revenue wise in June 18 and July 18
correspondingly. He suggested enhancing the revenue of
the BSNL for the better future survival of the company.
He stressed upon reduction the expenditure and gear up
the revenue growth on top most priority. At last he
congratulated AIBSNLEA Rajasthan Circle for the success
of the open session.
Shri S.Sivakumar, all
India President
in
his address conveyed his gratitude for the successful
Open Session. He hoped that under the dynamic leadership
of CGMT Shri O.P.Gupta, Rajasthan Circle this year
definitely will learn profit. He mentioned in detail
about the financial position of BSNL where cumulative
cash receipts upto June 18 is 2200 Crores.
Com. President mentioned
that the good quality 4G spectrum is the need of the
hour for BSNL and due to the same AUAB has included the
same in its agenda. This should be extended to BSNL at
free of cost due to social obligations involved with
BSNL. He informed that pension contribution on highest
of pay scale is unjustified and it should be on actual
basic. He clarified that AIBSNLEA is not against the
CPSU Cadre Hirarchy but we want it in proper and
justified form and not in any arbitrary manner. Com.
President appreciated the efforts of GS AIBSNLEA for the
Mega Promotions in BSNL and he informed that only AO to
CAO promotions are pending due to court case.

informed that Rajasthan has only 4.5% negative growth in
July 2018 and we have achieved 1% Market growth from
9.2% to 10.2%. He expressed his satisfaction that in
efficiency in QoS parameters , some SSAs like Kota and
Jaipur has even crossed the standard parameters. He
informed that in CFA segment MTTR and provisioning time
has considerably reduced. He mentioned that data usages
has increased 300% but the revenue drop is 90%. He
mentioned that Rajasthan Has provided high numbers of
new lease circuits and Highest BB within a month.

the growth even without injecting the new network
elements. He informed that soon the powers of Temporary

promotion: Bench to consider reservation on Aug 3, 2018:
The SC bench refused to pass any
interim order even as Attorney General K K Venugopal
contended that confusion was created due to multiple
orders and reservation in promotion in various
departments, including Railways was stuck. on Wednesday
Supreme Court fixed August 3, 2018 as the date for
constitution bench to determine if, to reconsider the
2006 M Nagaraj judgment.

Status of Court Case in the matter of Contempt Petition
on SDE to DE promotions:
The contempt petition and the prayer for stay on SDE to
DE promotions come up for hearing today in the
Hon’ble CAT Chandigarh. BSNL counsel explained to
the court about the Hon’ble Supreme Court Interim
Order and DOPT guidelines which allowed reservation in
promotions and how BSNL has given promotions based on
these orders. After arguments, Hon’ble CAT
declined to grant stay on the promotions and permission
granted to BSNL to file a detailed affidavit on the
Contempt Petition. The case is now posted to August,
2018. Jt GM (Pers) from BSNL Corporate Office was
present in the Hon’ble CAT.

demonstration on 11-07-2018 at CCA office Circle/SSA
demanding
immediate implementation of 3rd Pay Revision.

:CONDOLENCE:It
is to inform with deep regrets that, Chi. Sharath Koppu
lost his life in a shootout in a restaurant at Kansas in
USA. He is son of Sri. K. Ram Mohan our AIBSNLEA
Telangana Circle president. Chi. Sharath was pursuing
his master degree in university of Missouri Kansas City
(UMKC). Chi. Sharath went to USA very recently. AIBSNLEA
deeply condole the unfortunate and untimely death of
Chi. K. Sharath and pray the almighty god to give enough
strength to the bereaved family to bear the loss and may
his soul rest in peace.

SNEA writes letter to CMD:
Real face of stand less, so called Majority Association,
always turning from their words. Now leaving the raga of
CPSU CH, GS SNEA has sudden diversion of interest in
promotions through CPCs. Now he is showing Lollypop to
our young generation after making efforts in sabotaging
their interests by opposing the promotions before
implementation CPSU CH.
Perhaps he is unable to tolerate the success of AIBSNLEA
in getting release of more than 12000 promotion orders
in all the streams in just one month.
In the
letter GS SNEA has written abusive remarks against whole
Accounts Cadre, no association leader is supposed to
have such type of cheap opinion against his members. The
letter indicates his unbalance psychic state otherwise
no Leader shall express such disrespect against his own
members (many Accounts Personals are members of SNEA).
It is real time for Accounts Personals to self analysis
& reconciliation of continuing their membership in such
an Association which at all have no respect to them.
It has once again proven
that AIBSNLEA is the only umbrella Association in BSNL
which cares and respect every stream and every cadre.

notification for organising demonstration and relay
hunger strike, demanding immediate implementation of the
assurances given by the Hon'ble MoS(C).
In it's meetings held on 26.06.2018 and 04.07.2018, the
AUAB has called on the BSNL employees to organise
demonstration on 11.07.2018 and relay hunger strike on
24th to 26th July, 2018, demanding immediate
implementation of the assurances given by the Hon'ble
MoS(C) on 24.02.2018, with regards to 3rd Pay Revision,
Implementation of Government of India Rules for payment
of Pension Contribution by BSNL, Allotment of 4G
spectrum to BSNL and Pension Revision. The AUAB issued
notice today to the Secretary, DoT and CMD BSNL, for
this agitation.......Details

calls upon the employees to observe "BSNL AT YOUR
DOORSTEP" movement, to boost BSNL's sales and revenue
collection:
In
meeting of the All Unions and Associations of BSNL
(AUAB) held on 04-07-2018 it was seriously discussed
about the steep fall in the revenue collection of the
Company, due to the predatory pricing of Reliance Jio.
It is felt that this is an undesirable situation,
especially when the employees are awaiting the 3rd wage
revision. Hence, the meeting seriously felt the need to
take urgent steps, to immediately boost the sales and
revenue collection of the Company. The meeting decided
to take the following steps, to implement the call.

To call upon the
employees to observe "BSNL
AT YOUR DOORSTEP" movement,
till the end of the current financial year, to
reach out to the public, for boosting BSNL's
sales and revenue.

To form separate
committees, consisting of the employees at
circle and district levels, for intensifying the
marketing of FTTH, broadband, leased lines, and
mobile.
>>>
To call upon each
employee (other than those who are posted in the
marketing), to dedicate at least a day in a
week, for marketing activities.
All the Circle
Office Bearers / District Secretaries of AIBSNLEA
are requested to take immediate steps, in coordination
with the other constituents of the AUAB, for the
immediate implementation of the above stated decisions.
Meeting of the AUAB must be convened immediately at all
Circle and District levels, and the decisions should be
implemented vigorously.
