AD (OL) / Rajbhasha Adhikari from E1 to E2:
AIBSNLEA's consistent efforts
yielded results in getting approved the proposal for
up-gradation of
pay scale of AD (OL) / Rajbhasha Adhikari from E1 to E2
to be effective from 01.10.2000 notionally. Actual
benefit shall be effective from the date of issue of
order in this regard by BSNL Corporate Office. We will
pursue its endorsement from BSNL Corporate Office at the
earliest.

27.06.2018: Meeting
with GM (Pers.), BSNL Corporate Office:
GS, President and AGS (DR) met GM (Pers)
and discussed regarding:
CPC from JTO to
SDE, SDE to DE and DE to DGM: GM
(Pers) mentioned that JTO to SDE (T) CPC is under
process but it will take two to three months time. SDE
to DE CPC is in progress wherein seniority List No. 6 &
7 are being covered along with 287 SDEs of SC/ST quota
from the seniority List No. 8. Total 4700 SDEs are being
considered. About 3000 SDEs APARs have been accessed and
promotion orders will be issued subject to availability
of VCRs. Promotion orders
are expected today. Regarding
DE to DGM promotion, GM (Pers) mentioned that these
promotions will be considered in the month of July or
August 2018.
Regarding AO to CAO
CPC it
is learnt that the stay order granted by Hon’ble CAT
Chandiagrh has not been vacated so far. In the other
court case on Catch-up rule, BSNL is filing an MA with
in a day or two and there after on vacation of the stay
orders, the promotion orders from AO to CAO may be
issued.
Regarding other
disciplines i.e. TF, Civil, Electrical, Arch Engineering
Wings the CPCs have been expedited and the promotion
orders will be issued by 30.06.2018. |
27.06.2018: Status
on JAO to AO Court Case in Hon’ble CAT Ernakulam:
OA against
the promotion of JAO to AO came up for hearing today.
Case posted for 29.06.2018 for filing reply. Court
stated that how a screening committee was formed within
a day and how the report was submitted by the committee.
However no stay order issued.
JAO to AO promotion CPC
has been expedited and the minutes have been submitted
to the competent authority for approval. Promotion
orders will be issued after the out come of the court
case. |
27.06.2018: Misleading
information on JAO to AO promotions spread out by SNEA:
It
is really saddened to report that SNEA, the so called
Majority Association, publishing sentimental news
against AIBSNLEA to masquerade their false face.
AIBSNLEA DS of Kottayam Branch has been called by some
of his batch mates belonging to SNEA informed about
their move to claim their promotion along with CPC
covering JAOs up to 2013 and sought his joining also as
he is a lone member of AIBSNLEA in that batch. Though
this batch of JAOs belongs to JAO batch 2012, they have
been trained in 2016. Being informed that all his batch
mates are moving together for their claim, he was
requested to join. Before signing, DS was reassured that
the case is for considering their promotion alone.
From
SNEA site only he could understand that his signature
has been used for the stay purpose also along with other
Non-AIBSNLEA Members. By understanding the trap move of
another association Com. DS rushed today morning to
Ernakulam and withdrawn his signature on today morning
itself. |

Therefore, 955 CAO posts are to be filled. GM (FP)
told that efforts are being made to fill up these
vacant posts after getting clearance from Pers.
Cell, filling the writ petition in the Hon’ble high
court Chandigarh against the stay order granted on
Catch-up Rule and filling MA in the Hon’ble CAT
Chandigarh on the basis of recent Supreme Court
judgement and DOP&T instructions. GM (FP) assured an
early action in this regard. We further
requested to promote all the eligible AOs to CAOs by
up-gradations.
Telecom Engineering
Wing:

JTO (T) to SDE (T): We
expressed our serious concerned against non-filling
up of the vacant SDE (T) posts by the eligible JTOs
. JTO recruited in the year 1999 is still waiting
for its first promotion after a gap of 19 years.
This is the most frustrating and de-motivating
situation wherein other streams up to 2013 recruited
executive are getting promotions. To bring parity
among the cadres, it is required to promote all the
JTOs recruited up to year 2013 and having requisite
eligible service. Director HR appreciated our
concern and directed GM (Pers) and Jt. GM (Pers) to
examine and process the case for CPC immediately.

SDE (T) to DE (T): Jt
GM (Pers) informed that CPC has been processed to
fill up 4887 posts (1782 regular and 3105 through
up-gradation ). He further mentioned that there is
no stalemate in the CPC and efforts are being made
to issue before 30th June, 2018.
While concluding,
Director (HR) mentioned that being the HR head she has
to take care of all the cadres equally. She assured that
efforts will be made to expedite above CPCs at the
earliest

Central Office Bearers, Advisors, Consultants and Circle
Secretaries meeting at New Delhi on 28th and 29th June
2018.
AIBSNLEA decided to hold its Central Office Bearers,
Advisors, Consultants and Circle Secretaries meeting at
New Delhi on 28th and 29th June 2018 to discuss the
status for holding of all the CPCs in all the
disciplines to fill-up all vacant Group
"B" and Group "A" level posts in various disciplines
before notification of CPSU Cadre Hierarchy.
The situation has warranted us to hold this emergent
meeting of Central
Office Bearers, Advisors, Consultants and Circle
Secretaries meeting at New Delhi on 28th and 29th June
2018 wherein the so called majority Association is
detrimental to the interests of executives. They are
mis-leading the executives that the CPCs may take two
years or more time in completing the process whereas
Comrade GS has discussed in detail with Director (HR)
regarding conduction of CPCs and she has categorically
mentioned that in the recent meeting of all the cadre
controlling officers, a road map has been decided to
expedite all the CPCs in a time bound manner for all
disciplines i.e. Telecom / Finance / Civil / Electrical
/ Architect / Telecom Factory wings before 15the July
2018. And, she has categorically told that before
30th June 2018 only 20% CPCs conduction is possible.
And, after notification of CPSU Cadre Hierarchy the CPC
process has to be stopped.
In view of this situation, AIBSNLEA has
decided to hold demonstrations on 27th June 2018 during
Lunch Hours at all SSA/Circle HQs and BSNL Corporate
Office level.
The necessary notices for the aforesaid
meeting and holding of demonstrations on 27th June will
be issued shortly. |

Group-'A' STS equivalent posts through CPCs of all
disciplines. OSD to Director (HR) in the presence of
Director (HR) assured an early action in this regard &
Jt. GM (Pers.) clarified that in account wing JAO to AO
CPCs by upgrading some JAO posts to AO posts proposal is
under consideration.
AO to CAO Promotion: Proposal
from SEA Cell is available in Pers. Cell and after
taking legal opinion one MA is being filed Hon'ble CAT
Chandigarh on the basis of recent Hon'ble SC judgment &
DoPT guidelines issued on SC/ST roster implementation
after informing to Hon'ble CAT Chandigarh immediately AO
to CAO CPCs will be expedited. We requested to utilize
MT quota CAO posts for promotion to AO. Jt. GM (Pers.)
assured that these MT Quota posts of CAOs will be
utilized on adhoc basis. He assured an early action in
this regard.
Electrical wing: JTO(E)
to SDE(E) & SDE(E0 to EE(E) CPCs proposal has been
cleared by Pers. Cell and now EW Cell, BSNL Corporate
Office, New Delhi called VCRs for promotion.
Civil wing: Already
clearance has been given by Pers. Cell to BW Cell on
JTO(C) to EE(C) in Pers. Cell is under consideration.
TF Wing: Jt.
GM (Pers.) informed that JTO (TF) to SDE (TF) and SDE
(TF) to AGM (TF) proposal for CPC will be send to
Director (HR) for approval shortly.
PA to PS Promotion: We
requested Jt. GM(Pers.) to give approval to the proposal
of Circles on PA to PS CPCs. Jt. GM(Pers.) informed that
all the proposal received from Circles have been
cleared, some specific pending cases, if any, may be
informed for an early action. He assured an early action
to expedite all above mentioned CPCs at the earliest.

is reported to CHQ that some Circles joining through ERP
to newly promoted SDEs finding problems. Com. GS
discussed the matter with the concerned Officer in Pers.

explained that so far staff no. of newly promoted LDCE
quota and SCF Quota have not been finalized. They
suggested that these newly promoted SDEs should submit
HRMS no. instead of staff no. in their joining in ERP so

GS, President met Director (HR), BSNL Board and
expressed serious resentment against non holding of CPCs
to fill up the vacant Group-'A' and Group-'B' equivalent
posts in BSNL and demanded that before notification of
CPSU Cadre Hierarchy all the existing executives in
JTO/JAO, SDE/AO and DE/CAO equivalent cadres should be
promoted to the next higher vacant posts under the
existing RRs. Non holding of CPCs before implementation
of CPSU Cadre Hierarchy will cause serious frustration
and resentment among the existing executives who are
waiting their due promotions for the last many years.
Director (HR), BSNL Board immediately called GM (Pers.)
and discussed the matter in detail. The cadre wise
details are as under:-
Promotion from JTO to SDE (T) SCF quota: We
requested Director (HR) to direct Pers. Cell to initiate
CPCs by calling of APARs and VCs of the eligible
candidates to fill up the vacant Group-'B' posts in the
cadre of SDE(T). GM (Pers.) apprised that the court case
in Hon'ble High Court Kerala has been posted for
pronouncement of Judgement on 1st or 4th June, 2018 and
one another stay order on promotion has been granted by
Hon'ble CAT Allahabad in a case filed by some DR JTOs.
Director (HR) immediately spoke with CGMT Kerala Circle
and directed him to pursue in Hon'ble High Court for
early pronouncement of the Judgement and called GS,
AIGETOA and advised him to immediately withdraw the
court case in the Hon'ble CAT Allahabad since she has
already issued LDCE quota promotion orders. She
categorically mentioned that in my family I can't see
that some persons are happy and some others are unhappy
and demoralized. GS
AIGETOA assured Director (HR) that by tomorrow the court
case in Hon'ble CAT Allahabad will be withdrawn. She
further directed GM (Pers.) to initiate the process to
promote about 4500 eligible JTOs to the post of SDE (T)
with existing RRs. GM (Pers.) assured to issue promotion
orders shortly.
Promotion from SDE (T) to DE (T): GM
(Prs.) apprised that at present there is a dispute among
the SDEs(T) on seniority list no. 6 & 7 which is to be
sorted out. Director (HR) asked him that how many DE
vacancies are there and how many SDEs are eligible for
promotions. GM (Pers.) mentioned that about 3500 DEs
vacancies are there and additional 800 DEs posts are
required to promote all the SDEs of seniority list no. 6
& 7. Director (HR) immediately directed GM (Pers.) to
submit a proposal for the up-gradation of 800 SDEs posts
to DEs posts on Matching
Saving Concept and
instructed him to initiate CPCs to promote all
SDEs of seniority list no. 6 & 7 to DE posts before
CPSU Cadre Hierarchy implementation. GM (Pers.) assured
to process the case of 800 posts up-gradation and to
fill up 4300 DEs posts by conducting CPCs. He promised
to complete this exercise within one month.
Promotion from DE (T) to DGM (Engg.): GM
(Pers.) appraised that about 700 clear DGM vacant posts
are there and about 200 Additional GM entrusted posts
are there that can be utilized. Thus total 900 DGMs can
be promoted in view of the Hon'ble CAT Chandigarh &
DoP&T instructions available on catch up rule. Director
(HR) assured that the CPC will be initiated immediately
to fill up 900 DGM (Engg.)
Promotion from JAO to AO: We
apprised Director (HR) to fill up about 1300 AO vacant
posts by settling the JAO seniority dispute. She
directed our CHQ President to pursue with the court case
applicants who has filed the case in Bangalore to
withdraw the case & settle the issue amicably as per
DoP&T instructions available. She assured that she will
discuss the matter with GM (FP) to initiate CPCs after
her return from leave on 4th June, 2018.
Promotion from AO to CAO: We
requested Director (HR) to fill up about 1000 CAO posts
on the similar lines of DE to DGM promotions on catch up
rule. Director (HR) assured that the similar actions
will be taken on catch up rule as being decided in DE to
DGM promotion.
Promotion from CAO to DGM (Adhoc): We
requested to fill up 40 DGM (F) vacant posts by granting
relaxation of one year services to the CAOs not having
requisite service experience for the promotion to grade
of DGM. Director (HR) assured an early action in this
regard.
Promotion from JTO (TF) to SDE (TF) and SDE (TF) to AGM
(TF): We
requested to fill up all the vacant AGM (TF) and SDE
(TF) posts as per the proposal submitted by GM (TF) to
Pers. Cell BSNL Corporate Office for clearance. We
apprised Director (HR) that the proposal for the
promotion from JTO (TF) to SDE (TF) for filling up of 44
SCF quota Posts and the promotion from SDE (TF) to AGM
(TF) for filling up of 5 vacant posts has already been
approved by the Competent Authority during Nov’ 2017 but
till date CPC process has not been initiated. Director
(HR) immediately directed GM (Pers) to initiate the CPC
for the promotion from JTO (TF) to SDE (TF) for filling
up of 44 SCF quota vacant Posts and for the promotion
from SDE (TF) to AGM (TF) for filling up of 5 vacant
posts. GM (Pers.) assured an early action in this
regard.
Promotion from SDE (C/E) to EE (C/E): We
expressed our resentment against the BW Cell BSNL
Corporate Office attitude wherein the EE (C/E) CPCs are
being conducted in violation of the BSNL MSRR. Director
(HR) assured to look into the matter.
Promotion from JTO (E) to SDE (E): We
requested Director (HR) to fill up the vacant SDE (E)
posts through CPCs. Director (HR) directed GM (Pers.) to
discuss the matter with CGM (EW).
In this manner after detailed discussions, GM (Pers.)
assured to conduct all CPCs within one month on war
footing manner. We further requested Director (HR) to
ensure that all CPCs are conducted as mentioned above
before notification of CPSU Cadre Hierarchy. Director
(HR) firmly told to ensure conduction of CPCs in a given
time frame.
(b) Grant of agenda meeting to AIBSNLEA: We
requested Director (HR) for granting a formal meeting to
AIBSNLEA. Director (HR) immediately decided to hold
formal meeting with AIBSNLEA on 28th June, 2018.
(c) Implementation of Hon'ble Supreme Court Judgement on
TES Group-'B' seniority: Director
(HR) assured an early actions in this regard.
At last, we extended our sincere gratitude & thanks to
Director (HR) for showing her positive concern towards

Cadre Hierarchy approved by BSNL Board on prospective
date implementation: BSNL
Board in its meeting held today afternoon at Hyderabad
approved CPSU Cadre Hierarchy on prospective dated i.e.
date of notification will be the date of implementation.
The CPSU Cadre Hierarchy implementation with prospective
date will not benefit the existing executives. In view
of that before its notification, AIBSNLEA will continue
its efforts to get fill up all Group-‘B’ and STS/JAG
equivalent vacant posts of all disciplines through CPCs.
The suggestions given by AIBSNLEA to consider time
bound functional promotion upto AGM Level, Jt. DGM
designation to the STS level officers working in E-5
grade has been considered and approved by BSNL Board.
The other issues i.e. eligibility conditions for
promotion from SDE/AO to DE/CAO within 7 years instead
of 12 years, benchmarks on numerical basis and SC/ST
roster implementation have been considered or not will
be find out shortly.
It is learnt that BSNL Board has recommended to
abolish all SDE/AO, DE/CAO equivalent posts w.e.f. 01st
July, 2018. Thus the all vacant posts of Group-'B' and
STS level are necessarily required to be filled up by
conducting CPCs before 1st July 2018 so that the
existing majority executives may get desired benefits of
CPSU Cadre Hierarchy.
BSNL Management has
to take immediate necessary steps to finalize that TES
Group-'B' seniority as per the Hon'ble SC judgments to
fill up the vacant posts to avoid further litigations. |

Meeting of All Unions and Associations at New Delhi:
BSNL Board of Directors
meeting has been scheduled to take place at Hyderabad
on 28.05.2018. So far, all the BSNL Board of Directors
meetings have taken place only in the Corporate Office
at New Delhi. The intention of the Management to hold
the Board of Directors meeting at Hyderabad on
28.05.2018, may be to implement the directive of the DoT
with regards to make the Subsidiary Tower Company
operational. Hence, with a view to hold the meeting
peacefully and without any interruption this Board of
Directors meeting is being held at Hyderabad.
An emergency meeting of
the All Unions and Associations of BSNL was held at New
Delhi at 14:00 hrs. on 23.05.2018 in NFTE’s office. Com.
Prahlad Rai, GS, AIBSNLEA, presided over by the meeting.
After taking stock of the entire scenario, the meeting
unanimously took the following decisions:-

To hold massive rally
and protest demonstration at Hyderabad on 28.05.2018
against the Subsidiary Tower Company. General
Secretaries of all the Unions and Associations of
BSNL will go to Hyderabad and will lead this rally /
protest demonstration.

The entire
Non-Executives & Executives of BSNL should walk out
of their offices / work places throughout the
country on 28-05-2018 and should organise rallies
against the Subsidiary Tower Company. Press meetings
should also be organised in this connection.

After the formal
inauguration, Hon'ble Chief Guest was felicitated by
presenting bouquet and Shawl. All the Guests of Honour
and Special Guests were welcomed by presenting bouquet
by our CHQ and Circle Office Bearers. Comrade S.
Sivakumar, President welcomed all the dignitaries and
thanked to Director (HR) and BSNL Management for
allotting the office accommodation to AIBSNLEA CHQ.
Comrade GS in his welcome address extended sincere
thanks and gratitude to Director (HR), PGM (Admn) and GM
(SR) and OSD to Director (HR) for the allotment of
office accommodation to AIBSNLEA CHQ and its renovation.
He welcomed all the General Secretaries of the sister
Unions and Associations on the occasion and
extended invitation to all to use this office for the
welfare of BSNL executives and employees. He explained
that with the unity of all the BSNL Union and
Associations we did not allow disinvestment of BSNL
Unbundling of copper conductor, VR, merger of ITI with
BSNL. Achieved procurement of GSM mobile equipment. We
also settled many important HR issues of BSNL executives
after formation of BSNL He appealed all the Unions and
Associations to be united to safe guard the interest of
BSNL and its employees in future also. The burning
issue, implementation of 3rd PRC with 15% fitment
benefits has to be achieved. Our struggle against
BSNL Tower Subsidiary should be strengthen till the time
it is roll out. He assured full participation of
AIBSNLEA. He also requested Director (HR) to use her
good office in getting implemented the 3rd PRC report in
BSNL. All the General Secretaries / Presidents in their
address congratulated AIBSNLEA for getting the CHQ
office accommodation and extended thanks to the
Management for providing the accommodation. They
reiterated their conviction for larger unity.
Director (HR) in her
address congratulated AIBSNLEA for the new accommodation
to AIBSNLEA CHQ. She expressed her happiness to see all
the General Secretaries of BSNL Unions and Association
here under one single roof.
Regarding implementation
of the 3rd PRC report in BSNL she mentioned that DPE has
replied to DoT to take-up the matter with the Union
Cabinet for relaxation of in the affordability Clause of
3rd PRC and now BSNL Management will follow up in DoT
for early movement of the Cabinet Note. Director (HR)
requested all the Unions and Associations to unitedly
work for the betterment of BSNL.
Regarding appointment of
CMD, Tower Subsidiary Company she mentioned that this
was not discussed with CMD BSNL or Board of Directors of
BSNL. We are of the same opinion that BSNL should not be
fragmented. On HR issues Director (HR) told that during
this one year she wants to promote maximum number of
executives who are stagnated since long in all the
cadres. She mentioned that discussions with recognized
Unions and Associations are there but the discussions
and meeting to other Unions and Associations are also
being granted since the issues are common for all the
executives and non-executives. She told that despite the
stiff competition in the telecom sector, the BSNL is
sustaining its position due to the joint efforts of BSNL
Management and all the employees. We should continue our
efforts for the growth of BSNL and increase of its
revenue. As the Director HR and Finance I am trying to
do my best for the betterment of BSNL and its employees.
She once again thanked to AIBSNLEA CHQ for inviting her
in this function and extended her best wishes.
The new AIBSNLEA office
was jam packed and well decorated to suit the occasion.
The Vote of thanks was extended by Shri Rajpal, AGS
(Finance).

of BSNL held Dharana on 12.04.2018 at BSNL Corporate
Office, Circle and SSA Head Quarters to protest against
the Government decision in making BSNL's Tower
Subsidiary operational.

all the Circle HQs "March to Governor House" will be
organised and a Memorandum will be submitted to His
Excellency Governors.

All India National
Convention will be organized at New Delhi on 9th or
10th May 2018 subject to availability of
Mavalankar Hall at New Delhi which will follow
"March to Parliament".

In case the
Government do not roll back the BSNL's Tower
Subsidiary, Indefinite Strike will be organized.
All the District
Secretaries are requested to hold joint meetings along
with their counter parts to implement the above
agitational program in a successful manner. |
