4th District Conference of
AIBSNLEA Jaipur District was held on 28.06.2014 at
HOTEL NEELAM,
A-3, Motilal Atal Road, Jaipur.
The Branch Conference was attended by Com. Prahlad Rai,
General Secretary AIBSNLEA CHQ and Com. Karan Singh,
Advisor, CHQ from AIBSNLEA CHQ side.
The Open
session of the Branch Conference was attended by Sh.
N.K. Singh, PGMTD, Jaipur District as Chief Guest and
Sh. D.D. Toshniwal, GM(CFA), Jaipur Telecom
District attended the open session as Guest of Honour.
All the dignitaries were welcomed by presenting the
malas, Saffa and mementoes.
At the
starting of the Open Session, the newly elected Branch
Secretary AIBSNLEA Jaipur District Shri Bhagwan Singh
welcomed all the delegates and thanked all the
members/delegates of the Jaipur District branch for
unanimous election of new body for AIBSNLEA Jaipur
District Branch. He
expressed his confidence
to GS
that AIBSNLEA will emerged as No. 1 Association in
referendum of BSNL executives Associations proposed to
be held in Dec., 2014.
Circle Secretary Com. M. K. Morodia
presented the detailed overall view of AIBSNLEA
Rajasthan Circle in his address. He also congratulated
newly elected body and assured that with this newly
elected body issues of executives of Jaipur SSA will be
addressed and resolved. He also appealed the
Management to extend the every possible support for
making BSNL a viable organization and improve the
quality of service to its customers.
Circle President Com. H.L. Awathi
in his address congratulated newly elected body and
assured that AIBSNLEA will emerged as No. 1 Association
in referendum of BSNL executives Associations in the
days to come. He appealed all the executives to give
quality services and impressed to increase revenue by
20% so that BSNL will turn around.
CHQ Advisor Com. Karan Singh
in his address congratulated newly elected body and
hoped that the term of this body will be
successful/active. He appealed that more and more
members are to be enrolled in AIBSNLEA so that more than
80% votes in the Rajasthan Circle should be bagged in
AIBSNLEA. He appealed all the executives to arrest the
surrender the Landline telephones and also requested to
minimize repeated faults and erection of drop wire
should be proper. He thanked PGMTD, Jaipur for arranging
the drop wire when he was looking after the charge of
CGMT, Raj. Circle and requested to utilize 5 and 10
pairs cables immediately so that its shifting may be
stopped .
GS AIBSNLEA, Shri Prahlad Rai,
in his address congratulated newly elected body and
emphasized the importance of this branch in Rajasthan
Circle as well as in CHQ. He recalled that through
this branch he started his Association's
journey and became Circle Secretary of Rajasthan Circle.
He mentioned that Rajasthan Circle played a very
important role in formation of AIBSNLEA because in 2001
the formation of Joint Action Committee in Rajasthan
Circle wherein all the executives of different cadres
were brought to a single platform from where the concept
of formation of AIBSNLEA was evolved. He mentioned that
he had learnt Trade Union Activities from this Branch
only. He briefed the history, how AISBNLEA grows and how
the career prospects of executives are protected.
Com GS
informed that BSNL have made the Loss of more than 25000
Crores in last 5 years and due to un-helping attitude of
the Govt. i.e. unjustified payment of spectrum charges
(3G & BWA) of Rs. 18,500 Crores, non-reimbursement of
licenses fee, USO Charges, OPEX Charges, withdrawal of
ADC, Payment of AGR, Nonpayment of rural subsidy in
spite of NTP provisions has adversely affected the
viability of BSNL. Com. GS informed that BSNL is
spending a huge amount on 28,000 Rural exchanges in
Rural Areas Telecom services but no regular payment of
rural deficit charges is being done by the Government.
In addition of this Spectrum Allocation and bidding
process on High rates are the example of step behavior
of Government towards BSNL, which is a Government owned
company. While on the other hand Private Telecom
Operators were allowed for bidding in selected Circle
and also allowed sharing telecom services with other
operators are the examples of unbiasing attitude of
Govt. Scarcity of Cables, Telephone Instruments, MLLN
Modem, Broadband Modem, Drop wires etc has affected the
quality & growth of Telecom services. He explained that
how the AIBSNLEA is continuously pursuing these
viability related issue with the BSNL Management and
DoT. He appealed the Circle Management to ensure the
best utilization of expertise man power in BSNL.
Com. GS in
his address mentioned that the revenue growth in Kerala,
Odisha, Himachal Pradesh even also in J&K Circle are
positive but in Raj. Circle the same is negative. This
is because in these Circles (Kerala, Odisha, Himachal
Pradesh even also in J&K Circle) employees are
responsive to the customers and giving quality of
services to their esteemed customer with VAS. He also
mentioned that employees in these Circles are punctual
of time and giving one hour more services to their
customs in morning and also in evening other than office
hours. GS in his address mentioned that Raj. Circle can
also become positive revenue earning Circle if employees
of Raj. Circle will be responsive to the customer and
punctual of time and hard worker. He mentioned that
there is enough scope in Enterprises business area and
revenue can be maximises with Value added services as
other operators are doing. Com. GS appealed to increase
revenue by 30 % to turn around BSNL and also for
implementing the 3rd PRC in BSNL.
Com GS
further explained the burning issues of the Headquarters
level. He explained the situation on the issues like
VRS, 30% disinvestment and unbundling of last mile
copper. Com GS mentioned AIBSNLEA's firm stand for the
resolving all the pending HR issues first before merger
of BSNL and MTNL. He strongly opposed for creation of
Tower subsidy and land/cable bank of BSNL. He appraised
the status of HR issues related to all the DPCs , PPS
post creation in field units, restructuring of AD(OL)
issues, regularization of Officiating JTOs, E2-E3
Standard pay scales for JTO/SDE, 30% superannuation
benefits to Direct Recruits, Resolvement of EPF anomaly,
JTO 2007/2008 pay anomaly issue, CPSU Cadre Hierarchy,
payment of pension contribution on actual pay and VRS.
At last he appealed the all Executives' for make every
effort with a team spirit and customer care for making
BSNL a vibrant organization which is must for the
implementation of 3rd PRC in BSNL.
Sh. D.D. Toshniwal, GM (CFA), Jaipur
Distt.
He mentioned that work mechanism should be improved and
team work process is to be evaluated. He suggested that
Drop wire/joints kits is to be procured by the Circle
Office with the approved BSNL vendor and for that
approval may be taken from BSNL Corporate Office by
making business plan with the assurances of
revenue increase. He also mentioned that in BSNL still
no work cultural is established like Corporate entities.
He also mentioned that profit making exchanges are to be
separated and emphasis may be given on non profit
making exchanges. He mentioned that tendering process in
BSNL may be improved and requested GS for taking the
this on appropriate level in BSNL Corporate Office. He
is confident that with the present working cultural it
is not possible to achieve the 30% revenue increase or
turn around BSNL.
Sh. N.K. Singh, PGMTD, Jaipur
in his address congratulated newly elected body and
mentioned that his working is transparent. In his
address he mentioned TEC Members should be logical and
suggested that no compromise on quality. He mentioned
that with the change in work cultural revenue may be
increased and with this Raj. Circle may becomes profit
making Circle like Kerala / Himachal Pradesh and Odisha
etc and also BSNL may be turn around. He mentioned that
there is a slight fall in revenue(-2%) of
Jaipur District in April,2014 and suggested that
executives should work efficiently where they are
working and also mentioned that Jaipur SSA is a very
important SSA of Raj. Circle and any decrease in the
revenue of Jaipur SSA , the revenue of Raj. Circle
may be effected. He mentioned that emphasis may be given
on Landlind services as 2/3rd revenue of BSNL
comes from Landline services. In the last PGMTD, Jaipur
hopped that AIBSNLEA will definitely emerged as No.1
Association in the referendum to be held in
Dec,2014.

gave vote of thanks.
Elections were also held for the election
of new District body. Com. J.P. Prajapati, CAO, Com.
Bhagwan Singh, SDE and Com. Arvind Gupta, AO were
elected as District President, District Secretary and
District Financial Secretary for the next term . The
anchoring was done by Smt. Sangeeta Saxena, ADS(Genl.
Displ.), Jaipur District. The entire conference hall was
jam packed.
Election
of set of office bearers were also held on the occasion
of Branch conference. Com. J.P.Prajapat CAO, Com.
Bhagwan Singh SDE and Com. Arvind Kr. Gupta AO
were elected unopposed as
Branch President, Branch Secretary and Branch Financial

District Conference of Alwar Branch held on 27th June,
2014 at Hotel Mayur, Alwar. The conference was attended
by Shri H.L.Awasthi Circle President, Shri
M.K.Morodia Circle Secy. & Shri Davesh Kumar Sharma CHQ
Org. Secy.(N). had attended the Open Session. Shri Arun
Kumar Sharma, GMTD Alwar had also attended the Open
Session.

of best telecom services up to the customer
satisfaction. He also assured that the strong
determination of executives of Alwar SSA will
certainly able to achieve the higher ranking of SSA in

emphasized over the necessity of positive attitude and
hard work for survival of BSNL. Shri H.L. Awasthi in his
address counted down the reason which are preliminary
responsible for the downfall of the organision. He
pressed upon the batter use of available resources and
motivated the executives for work hard in the present
scenario.

assured the executives that he will always protect their
interests. He appealed that every executive should hard
work within the available resources. he also appealed
that the SSA must achieve highest ranking in Rajasthan.

and addressed the meeting on the issue of membership
verification of the executives Associations in BSNL.

CSS/CSSS etc. who had earlier opted for EPP and could
not exercise option i.r.t. Order No 15-70/2007-Pers.II
dated 20.05.2010 and 24.05.2010 -

FR-35 pay fixation to all the offg JTOs:AIBSNLEA
has filed a court case in the Hon'ble Principal Bench,
CAT New Delhi to provide the FR-35 Pay fixation benefit
to all the Offg. JTOs irrespective of their membership
with any association as per the judgment of Hon'ble
Supreme Court of India.

were conducted on 05/05/2014 to fill up the vacant posts
of Executive Directors NB, CN, CA and IT. It is
understood that Sh. M.A. Khan CGMT TN Circle, Sh.

G.M. MTNL Delhi have been selected for the posts

Circle' today:CGMT Raj. called meeting
on 'Restructuring in Rajasthan Circle' today at 15:30
hrs in Conference Hall Circle office Circle Secretaries
of AIBSNLEA, SNEA, AIGETOA, BSNLEU, NFTE & SEWA were
invited for the participation in the meeting on the
subject.
Circle
Secretaries met separately before commencement of the
meeting and a consensus on the issue was developed that
'Restructuring in Rajasthan Circle' in no way
beneficial for the growth of BSNL services in Rajasthan.
Therefore, we decided to Oppose the Restructuring.
The
meeting was started with slide show on objectives of
'Restructuring in Rajasthan Circle' mean while opinion
of the above Circle Secretaries were sought by the CGMT
Rajasthan. Circle Secretaries expressed their views
against Restructuring and submitted a letter signed by
all the Circle Secretaries for withdrawing the concept
of 'Restructuring in Rajasthan Circle'.
CGMT carefully listen the
views of all the Circle Secretaries and then taken a
decision that Restructuring process will be stopped and
already merged SSAs will be reverted back.

The Open Session of the CEC was attended by
Shri Prahlad Rai GS, Shri N.L.Sharma AGS(HQ), Shri
Devesh Kumar Org.Secy.(North), Shri Alkendra Singh
(AFS), Shri Karan Singh Advisor(S) & Shri Bhagwan Singh,
Auditor from AIBSNLEA CHQ side and Shri A.K. Bhargava,
CGMT, Rajasthan was the Chief Guest & Shri H.S.Sharma,
GMTD, Ajmer attended the Open Session as Guest of
Honour.

Inaugurated the function by lightning of lamp. All the
distinguished guests were welcomed by the garlanding and
welcomed by presenting Rajasthani Turbans & mementos.
Com. M.K.Morodia, Circle Secretary
AIBSNLEA Rajasthan,
in his key note address, emphasized upon the
reasons for the crisis of BSNL. He established that
executives are not responsible for the looses of the
BSNL but the policies are responsible. He appealed the
executives that the should make their extreme efforts to
delight the customers who approaches to them. Com.CS
highlighted the problems of the shortage of materials in
the field units and appealed the Management to ensure
the proper supply of the material to the field units.
Com.CS mentioned that the management should change the
negative attitude while handling upon Grievances of
executives. He assured that if Management provides full
support then the Executives' of Rajasthan Circle are
committed for making BSNL, a vibrant Organization.
Com. Bhagwan Singh, Auditor CHQ,
in his address thanked AIBSNLEA Rajasthan Circle for
inviting him in the session. He appealed all the members
strengthening of the association by adding more and more
members. He also appeal to all for work hard for
forthcoming membership verification.
Com. Alkendra Singh, AFS(CHQ),
in his address mentioned the untiring efforts of GS
AIBSNLEA for the continuous resolvement of the problems
of BSNL Executives'. he raised the issues related with
Electrical/Civil wings. He also stressed out the points
related to viability of BSNL.

AIBSNLEA CHQ,
in his address, appeal for early action the the
information asked by the circle office. He
elaborated that how the faster ation on such issues can
help in batterment of rajasthan circle.
Com. Devesh Sharma, Organizing
Secretary (North) CHQin
his address explained. He explained the efforts of CHQ
in continuously resolving the issues of BSNL Executives.
He appealed the Circle Management to ensure the proper
supply of the materials, GSM equipments, MLLN Modems,
Telephone instruments etc for the viability of BSNL.
Com. N.L.Sharma, AGS(HQ),
in his address thanked AIBSNLEA Rajasthan Circle for
inviting him in the session. He said that we can only
survive is BSNL survives.
Com. H.L. Awasthi, Circle President
AIBSNLEA Rajasthan,
in his address emphasized upon best and quality service
to the customers. He appealed that once a customer is
reached to any executive of any stream of BSNL he must
ensure the solution of the problem by contacting the
appropriate person. He mentioned problems faced by BSNL
Executives like Shortage of materials in the field
units. He impressed to focus upon the best services to
the customer satisfaction by the available resources.

GMTD, Ajmer: welcomed
all the participants. He elaborately described
that how we can perform better with the available
resources. he thanked the association for choosing the
Ajmer for the such important meeting.
GS AIBSNLEA, Shri Prahlad Rai,
congratulated the comrades of Rajasthan Circle for the
organizing successful CEC and thanked the comrades for
their great affection. In his detailed address Com. GS
mentioned the achievement of AIBSNLEA in resolving the
issues like EPP, Transfer Policy, 2nd PRC with 30%
fitment, GSM Telephone connections to Executives' with
handset, Perks and allowance, BSNLMSRR and various DPCs.
He informed that today the Quality of Service is a big
challenge in front of BSNL and in view of this AIBSNLEA
found the concept of Customer Delight Month in its CHQ
Office Bearer's meeting. Com. GS further mentioned that
due to un-helping and over-jealous attitude of the
Govt. i.e. unjustified payment of spectrum charges (3G &
BWA) of Rs. 18,500, non-reimbursement of licenses fee,
USO Charges, OPEX Charges, withdrawal of ADC, Payment of
AGR, Huge expenditure on Telegraph services, payment of
notional loan Rs. 7500 Crores to DoT has adversely
affected the viability of BSNL. Non-procurement of GSM
equipment, cables, telephone instruments, MLLN Modem,
Broadband Modem, Drop wires etc has affected the quality
& growth of services. He stressed to strengthen the
quality of our mobile services to enhance the MNP
towards BSNL like on the same pattern in Karnataka, AP
and Orissa. He explained that how the AIBSNLEA is
continuously pursuing these viability related issue with
the BSNL Management and DoT.
Com GS. Further explained the burning issues of the
Headquarters level like ITS Repatriation process and its
Cabinet note and 78.2 % IDA fitment benefit case. He
explained the situation on the issues like VRS, 30%
disinvestment and unbundling of last mile copper. He
apprised the status of HR issues related to various DPCs
from JTO to SDE, SDE to DE(Adhoc/Regular), DE to DGM,
JAO to AO, AO to CAO & CAO to DGM(F), DPC in
Civil/Electrical wing, Restructuring of AD(OL) case
etc., VRS, Pay anomaly - Seniors are drawing less salary
than their juniors, stopping of LTC, CPSU cadre
hierarchy, regularisation of Officiating JTOs and the
issues of Direct Recruits etc. Com GS explained the role
of AIBSNLEA in the viability of BSNL. He mentioned the
success of AIBSNLEA in creation of Retirement Leave
encashment fund of Rs. 4825 Crores by the BSNL
Management, by which BSNL is getting 400 Crores
interest. At last he appealed the all Executives' and
all the BSNL pensioners for make every effort with a
team spirit for making BSNL a vibrant organization. At
last he congratulated AIBSNLEA Rajasthan Circle for the
success of the open session. During interactive session,
Com. GS replied all the queries raised by the members.

A.K.Bhargava, CGMT Rajasthan Circle
thanked all the delegates of Rajasthan Circle for
inviting him in the conference. He suggested to ensure
the best utilization of available manpower and valuable
stores. He ensure that all the demand of stores/vehicles
will be accommodated if the demand reaches to him with a
proper justification indicating the anticipated
business. He told that most of the problems can be
solved by positive thinking only. He suggested to ensure
the proper management of the store material. CGMT
Rajasthan further mentioned that our every effort should
be justified on the profit basis. He suggested that we
should implement aggressive marketing and we should
think from customer point of view. He raised his
dissatisfaction that the available marketing fund is not
consumed. He appealed to do efforts from today itself
for making BSNL a vibrant organization. At last he
thanked to all for inviting him in the open session and
congratulated for the grand success of the session.

Request Transfer orders in Cadre of JTOs and SDEs.
requests of 56 JTOs and 8 SDEs has been considered. we
will however try to accommodate more requests for
transfer.

Conference of Chittorgarh Branch held on 05-04-2014:
District Conference of Chittorgarh Branch held 5th
April 2014 at Birla Cement Campus, Chittorgarh.
The conference was attended by Com. Shri Prahalad Rai,
Gen. Secy. AIBSNLEA, Shri H.L.Awasthi Circle President,
Shri B.C.Logar Vice President, Shri M.K.Marodia Circle
Secy. & Shri Devi Lal Org. Secy.(S). Shri R.N. Mathur,
GMTD Udaipur; Shri Dharmendra Sharma GMTD Bhilwara &
Shri M.C.Meena TDM Chittorgarh had also been invited for
the Open Session on the occasion. Shri M.A. Beg Distt.
Secy. Udaipur Branch and Shri J.S.Gaur, Distt. Secy.
Bhilwara Branch were also present in the Open Session.

emphasized on needs of revival measures in the BSNL. he
motivated that we should work together for viability of
BSNL.

Vice-President in his
address elaborated the current scenario of BSNL and
pointed out various fields where the BSNL seems to be
helpless and legging behind which are the prime factor
for the current situation of the organization.

Awasthi,
Circle President
emphasized over improving the financial and accounting
procedure in the BSNL and suggested procedure by which
one can better use the available financial resources and
motivated the executives for work hard in the present
scenario.
Shri M.K.
Morodia,
Circle Secretary in his
address counted down the reason which are preliminary
responsible and asked about delay in decision making
should be avoided at all levels. He appreciated the
executives for their workmanship still he pressed upon
the need of more hard work and customer satisfaction.

Meena, TDM Chittorgarh
In his address expressed that at very first level the
BSNL infra and services maintenance should be given top
most priority. The financial cuts should not be allowed
to compromise with the Exchange and BTS performance of
BSNL. So the available fund must use preliminary for the
maintenance of existing services of BSNL. He also
explained the need of induction of new line staff to
strengthen the BSNL as these are our first line worriers
& representative of services.

Dhamendra Sharma, GMTD Bhilwara
had address the Session with a power point presentations
and emphasized over the need of change in our attitude &
approach towards the customers as well as towards the
organization. He reveled and explained by his
presentation that
“Challenges
should be treated as opportunities if someone wants to
prove
himselfâ€ÂÂÂÂÂ.
He categorized that now time come when we stand up
united and put our forces in unidirectional to ensure
the growth of the organization.

elaborately explained the various reasons for legging of
the organization, He stated that BSNL not only need
changes in approach and attitude in its employee but its
time when it is in badly need of good & highly motivated
officers with better leadership qualities . Now
it’s
time when BSNL have to re define its vision and Goal,
The BSNL needs a strategic long term planning to turn
around its situation. Especially we need the adequate
financial resources to maintain, upgrade and expand our
services. He expressed concern how the Government and
Ministry become reluctant to extend the financial
resources to the BSNL. He promised that AIBSNL making
his best efforts to get best financial support and
return from the Government. He also told that AIBSNLEA
is making the best efforts to get the more funds from
the Government and to adopt suitable measures in BSNL to
ensure the financial viability of the organization.

Mathur, GMTD Udaipur
concluded and summarized the session by quoting
that ,
